The parties have negotiated a budget for Option Year Four period at a not -to-exceed amount of
$2,212,493.13. The price for each option period shall be based on negotiations between the U.S.
Office of Refugee Resettlement (U.S. O.R.R.) and the District of Columbia, Department of Human
Services, Family Services Administration (DHS) and the subsequent Memorandum of Understanding
(MOU) between DHS and the Child and Family Services Agency (CFSA).

(C) A certification that Citywide Clean Hands database indicates that the proposed contractor is
current with its District taxes. If the Citywide Clean Hands Database indicates that the
proposed contractor is not current with its District taxes, either: (1) a certification that the
contractor has worked out and is current with a payment schedule approved by the District; or
(2) a certification that the contractor will be current with its District taxes after the District
recovers any outstanding debt as provided under D.C. Official Code § 2-353.01(b) and 3) a self-
certification that the contractor is in compliance with the D.C. Law 22-250. Campaign Finance
Reform Amendment Act of 2018; D.C. Official Code § 1-1163.34a.

The Citywide Clean Hands database report dated February 11, 2026 indicates that LSS is current
with its District taxes. The notarized self-certification form dated April 7, 2025 indicates that LSS is
in compliance with the Campaign Finance Reform Amendment Act of 2018.

(D) A statement that the proposed contract is within the appropriated budget authority for the
agency for the fiscal year and is consistent with the financial plan and budget adopted in
accordance with D.C. Official Code §§ 47-392.01 and 47-392.02:

The CFSA Agency Fiscal Officer has certified that the agency has in its approved budget for fiscal
year 2026 sufficient funds to meet the obligations of the proposed contract. The FY-2027 funds are
subject to approval of the FY-2027 District’s budget.

The Office of the Chief Financial Officer hereby certifies that the sum of $703,148.50 is included
in the District’s Unaccompanied Refugee Minor Program for Fiscal Year 202 6 to fund the costs
associated with CFSA’s contract with Lutheran Social Services of the National Capital Area
(LSS), for Unaccompanied Refugee Minors. This certification supports LSS’s contract during the
period from June 19, 2026 through June 18, 2027. The fund allocation is as follows:

and completion of the thirty -day Congressional layover, funds will be sufficient to pay for fees
and costs associated with the contract. There is no fiscal impact associated with the contract.
