Dear Chairman Mendelson:
Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1 -
204.51) and section 202 of the Procurement Practices Reform Act of 2010 (D.C. Official Code §
2-352.02), enclosed for consideration and approval by the Council of the District of Columbia is
proposed Modification No. M0002 to Contract No. CW123923 with CliftonLarsonAllen, LLP to
exercise option year one in the amount of $1,789,210. The period of performance is from May 5,
2026, through May 4, 2027.
Under the proposed modification, CliftonLarsonAllen, LLP will continue to provide audit findings
for inclusion within the District’s Annual Comprehensive Financial Report and the District of
Columbia Housing Authority’s Financial Statements. CliftonLarsonAllen, LLP will also complete
other related audit and examination services.

District recovers any outstanding debt as provided under D.C. Official Code § 2-353.01(b):
On March 17, 2026, the Citywide Clean Hands database certified that CliftonLarsonAllen, LLP is
current with its District tax laws.

agency for the fiscal year and is consistent with the financial plan and budget adopted in

This memorandum certifies that the Office of the Inspector General (OIG) has
$745,504.16 via its FY 26 local budget (1010001-500022-50070-7131009) for the anticipated
award for the District’s Annual Comprehensive Financial Report (ACFR) under Contract
CW123923 with CliftonLarsonAllen, LLP for Option Year One, from May 5, 2026 through
September 30, 2026.
Additionally, the OIG has $1,043,705.84 via its FY 27 local budget for the continuation of the
ACFR auditing services for the period October 1, 2026, through May 4, 2027. Funding to cover this
contract in FY 27 is contingent upon congressional approval of the District's budget appropriations.

Contract CW123923 is modified as follows:
A. In accordance with Section F.2 “Option to Extend the Term of the Contract”, the District of Columbia
hereby exercises Option Period One (1) of the contract for the period of May 5, 2026, through May 4,
2027, in the amount of $1,789,210.00.
B. Each reference to D.C. Code § 6-207.01 (2023) is changed to D.C. Code § 6-207.01(2025).
C.1.2 is modified to replace “February 1” with “June 1.”
C. The parties shall agree on revised dates affected by the change from February 1 in D.C. Code § 6-207.01(a)(1)
(2023) to June 1 in D.C. Code § 6-207.01(a)(1) (2025).
Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A remain unchanged and in full force and effect.
