Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1-
204.51) and section 202 of the Procurement Practices Reform Act of 2010 (D.C. Official Code§
2-352.02), enclosed for consideration and approval by the Council of the District of Columbia is
proposed Modification No. M003 to Contract No. DCRL-2025-C-0058 with the Hospital for Sick
Children Pediatric Center to exercise option year one in the not-to-exceed amount of $2,847,876.
The period of performance is from August 13, 2026, through August 12, 2027.
Under the proposed modification, the Hospital for Sick Children Pediatric Center will continue to
provide in-patient respite care placement services to Child and Family Services Agency ("CFSA")
clients who require 24-hour monitoring.

The increase in the total contract amount for Option Period One is due to additional placements.

current with its District taxes. If the Citywide Clean Hands Database indicates that the
proposed contractor is not current with its District taxes, either: (1) a certification that the
contractor has worked out and is current with a payment schedule approved by the District; or
(2) a certification that the contractor will be current with its District taxes after the District
recovers any outstanding debt as provided under D.C. Official Code § 2-353.01(b) and 3) a self-
certification that the contractor is in compliance with the D.C. Law 22-250. Campaign Finance
Reform Amendment Act of 2018; D.C. Official Code § 1-1163.34a.

The Citywide Clean Hands database report, dated April 17, 2026, indicates that HSC is current with
its District taxes.

(D) A certification that the proposed Option Year One (1) is within the appropriated budget
authority for the agency for the fiscal year and is consistent with the financial plan and
budget adopted in accordance with D.C. Official Code §§ 47-392.01 and 47-392.02:

The CFSA Fiscal Officer has certified that the agency has in its approved budget for fiscal year
2026 & 2027 sufficient funds to meet the obligations of the proposed contract. The FY2026 &
FY2027 funds are subject to approval of the District’s FY2026 & FY2027 budget.
