Dear Chairman Mendelson:

Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1 -
204.51) and section 202 of the Procurement Practices Reform Act of 2010 (D.C. Official Code §
2-352.02), enclosed for consideration and approval by the Council of the District of Columbia is
proposed Modification No. M05 to Contract No. DCRL-2025-H-0016 with Pathways Group, LLC
to exercise option year one in the amount of $1,346,603.56. The period of performance is from
October 1, 2026, through September 30, 2027.

Under the proposed modification, Pathways Group, LLC will continue to provide congregate care
services. This includes 24 -hour room and board care, case planning support, psychosocial
assessments, and guidance to help encourage and take care of clients betw een the ages of 12 and
17 who cannot otherwise be served by traditional foster homes and group homes.

Unit and Method of Compensation: The contractor will be compensated monthly for
specified costs supported and substantiated by the
contractor as set forth in the Price Schedule.

Term of Contract: October 1, 2026, through September 30, 2027

Type of Contract: Fixed Price with Cost Reimbursement Elements

Source Selection Method: Adhered to the procedures set forth in 27 DCMR,
Chapter 19, Section 1904 (a) through (k) as
amended.

(B) For a contract containing option periods, the contract amount for the base period and for
each option period. If the contract amount for one or more of the option periods differs from
the amount for the base period, provide an explanation of the reason for the difference:

Base Period Amount: $1,156,710.11 (CA26-0609)

Option Period 1 Amount: Not to Exceed $1,346,603.56
Explanation of difference from base period (if applicable): Option period 1 price is reflective of
twelve months of services. Base period price is reflective of ten months of service.

(C) A statement that Citywide Clean Hands database indicates that the proposed contractor is
current with its District taxes. If the Citywide Clean Hands Database indicates that the
proposed contractor is not current with its District taxes, either: (1) a certification that the
contractor has worked out and is current with a payment schedule approved by the District;
or (2) a certification that the contractor will be current with its District taxes after the District
recovers any outstanding debt as provided under D.C. Official Code § 2-353.01(b):

The Citywide Clean Hands database report dated May 4, 2026 indicates that Pathways is current
with its District taxes. The notarized self-certification form dated May 4, 2026 indicates that
Pathways is in compliance with the Campaign Finance Reform Amendment Act of 2018.

(D) A statement that the proposed contract is within the appropriated budget authority for the
agency for the fiscal year and is consistent with the financial plan and budget adopted in
accordance with D.C. Official Code §§ 47-392.01 and 47-392.02:

The CFSA Agency Fiscal Officer has certified that the agency has in its approved budget for fiscal
year 2027 sufficient funds to meet the obligations of the proposed contract.
