Option Period 3 Amount:
The price for services in modification M021 differs from the base year price to further support the
completion of CCWIS STAAND system stabilization services that directly support CFSA’s mission
critical objectives and help achieve the required Federal regulatory compliance.
Option Period 4 Amount: TBD - The District will re-evaluate the contract regarding the option
year's pricing prior to the exercise of option.
(C) A statement that Citywide Clean Hands database indicates that the proposed contractor is
current with its District taxes. If the Citywide Clean Hands Database indicates that the
proposed contractor is not current with its District taxes, either: (1) a certification that the
contractor has worked out and is current with a payment schedule approved by the District;
or (2) a certification that the contractor will be current with its District taxes after the District
recovers any outstanding debt as provided under D.C. Official Code § 2-353.01(b):
The contractor is in compliance with the District’s taxes as evidenced by its Clean Hands
Certification, dated May 1, 2026.
(D) A statement that the proposed contract is within the appropriated budget authority for the
agency for the fiscal year and is consistent with the financial plan and budget adopted in
accordance with D.C. Official Code §§ 47-392.01 and 47-392.02:
The CFSA Agency Fiscal Officer has certified that the agency has in its approved budget for fiscal
year 2026 sufficient funds to meet the obligations of the proposed modification. The FY2027 funds

Dear Mr. Hall, Jr.:
1. This is a letter contract between the District of Columbia Government; hereinafter, referred
to as the District and Microsoft Corporation hereinafter referred to as the contractor wherein the
contractor agrees to perform the services set forth in the Scope of Work, Attachment A.
2. This letter contract has time and materials components. The District will pay Microsoft Corporation
for the development, configuration and customization of the Intake Module for the Comprehensive
Child Welfare Information System (CCWIS)/Stronger Together Against Abuse and Neglect in DC
(STAAND) system within supported development standards (following the Dynamics 365 SDK) so
that features will be within the upgrade path for product upgrades. Development of the new data
model for the Intake Module, based on the Price Schedule, Attachment J.5 and the Statement of
Work, Attachment J.3.
3. The term of this letter contract is from June 30, 2023, through October 27, 2023. The District
intends to definitize this letter contract within one hundred twenty (120) days of award of this
letter contract (the date the Contracting Officer signs this letter contract), at which time this letter
contract shall merge with the definitized contract. Before the expiration of the one hundred
twenty (120) days, the Contracting Officer may authorize an additional period in accordance
with Sections §2425.9 of the Procurement Regulations and 27 DCMR §2425.9. If the District
does not definitize this letter contract within one hundred twenty (120) days of the award of this
letter contract or any extensions thereof, this letter contract shall expire. In the event of the
expiration of this letter contract, or any extension thereof, the District shall pay the contractor for
services performed under this letter contract in an amount not to exceed $998,980. In no event

shall the amount paid under this letter contract or any extensions thereof, exceed $1,000,000.00,
without approval from the DC Council.
4. The duration of the definitized contract shall be three hundred, sixty-six (366) days from award
of this letter contract (June 30, 2023, through June 29, 2024). The District shall pay the
contractor for the services performed during the duration of the definitized contract in an amount
not to exceed $998,980.
5. The contractor shall perform under this letter contract pursuant to the term of the following
documents, which are hereby incorporated by reference and made a part of this letter contract. A
conflict in language shall be resolved by giving precedence to the document in the highest order
of priority that contains language addressing the issue in question. The following documents are
incorporated into the contract by reference and made a part of the contract in the following order
of precedence:

(2) The Pricing Schedule, Section 2 of the Letter Contract

6. The letter contract shall be subject to the following:
(a) Appropriation of funds;
(b) The approval by the Council of the District of Columbia, in accordance with D.C.
Official Code, §2-352.02, if this letter contract is of a value in excess of one million
dollars. However, if this letter contract is not in excess of one million dollars, but the
value of the subsequent definitized contract, (which includes the value of this letter
contract) is in excess of one million dollars, the definitized contract must be approved by
the Council in accordance will D.C. Official Code, §2-353.02. If the Council disapproves
the subsequent definitized contract, all performance under the letter contract shall
terminate and the liability of the District shall be limited to the amount set forth in
provision number 3, above, of the letter contract.

PURPOSE
TheDistrictofColumbia(“District”),ChildandFamilyServicesAgency(“CFESA”)isenteringintoacontractwithMicrosoftCorporation(Microsoft)toimplementanenhancedComprehensiveChildWelfareInformationSystem(CCWIS).CFSAcurrentlyusesasystemcalled“FACES”thatrunsonoutdatedtechnologyandarchitecturetomeettherequirementsoftheAdministrationforChildrenandFamilies(ACF).InFebruary
2023,partsofthenewCCWISStrongerTogetherAgainstAbuseandNeglectDC(STAAND),referredtoasRelease|(R1)wentliveincludingtheresourceparentlicensingportal,ayouthportal(smallportion)and9serviceslinesfortheCFSAOfficeofWellBeing.
TheremainderofDistrictCCWIS(STAAND)solution,ReferredtoasRelease2(R2)istobebuiltaspartofthiscontractleveragingthefollowingtechnologies.MicrosoftDynamics365platformaugmentedbyadditionalMicrosoftAzureandothercomponents.Thesystemshallbeamodern,modular,andcompletechildwelfaresystemmadeto
streamlineCFSA’sbusinessprocessesandworkflows,integratewithsystemsanddatarepositories,andpresentanintuitive,secure,reliableandaccurateuserinterfacesupportingcase,clientandfamily-centricviewofthestateoftheircarewhereverourstaff,clients,andcommunityneedaccesstotheinformationthatservesandprotectsourchildrenandfamiliesinneed.CFSA’sgoalsare:
Thefirstgoalistoobtaincoretechnologythatismodularandconfigurabletoprovideflexibilitytomeettheever-changingchildwelfarepoliciesandstreamlineCFSA’s
businessprocessesandworkflows.

COST REIMBURSEMENT
B.2.2.1TheDistrictwillreimbursetheContractorforcostsinaccordancewiththeactualcostsincurred.ThepaymentforasneededtravelexpenseswillbemadeasareimbursementtotheContractor,inaccordancewiththeFederalGSAPerDiemrates.

augmentedbyMicrosoftAzureandothercomponents.CCWISshallusemoderntechnology,bemodularinitsdesign,andserveCFSAholistically.Thegoalismulti-
faceted.Thefirstgoalistoobtaincoretechnologythatismodularandconfigurabletoprovideflexibilitytomeettheever-changingchildwelfarepoliciesandstreamlineCFSA’sbusinessprocessesandworkflows.Thesecondgoalistoreducedataentrybysocialworkersandguideuserstotheirperspectivegoal.Thethirdgoalisto

Ifimprovementsareidentifiedbasedontheselearnings(velocity,capacity,andtechnicaldebt),arequestwillbedevelopedtomodifytheremainderoftheengagement.ThiscouldbeaCR thatwillrealignanyupdatesthatarerequiredtobemadetoplanningandimplementationforthecurrentfuturephasesdefinedinthisdocument.
MicrosoftunderstandsthattheCFSAisseekingtoengagemoredeeplywiththefamiliesitserves,promotethesafetyandwell-beingofchildren,empowertheircaseworkerswithmoreefficientsolutions,achievegreatertransparency,improvedecision-makingwithadvancedanalytics,anddrivepositiveoutcomesformore
childrenandfamilies.Microsoftwilldrivea‘configure-first’approachwithCFSA,endeavoringtomeetrequirementsanduserstorieswithoptionsthatleverageconfigurationoftheplatform,minimizingtheneedforcustomcodedevelopment.
ThegoalofthisprojectphaseistoprovideCFSAwithaTimeandMaterials(T&M)capacity-baseddeliveryteamtoworkonadditionalmodulesfortheCCWISsystem.
AsthisisanAgileproject,theprioritizeduserstoriesdefinedbyCFSAandmaintainedintheAzureDevOpstool(ADO)backlogwillbesourceforalldetailedscopeandchangestoprioritizationcanbeincorporatedforfutureSprints.AddingnewscopemaycauseworktoexceedtheT&M capacityestimatedinthisphase.

Microsoftrecommendsa fullengagementwithuseracceptancetesting(UAT)acceptedsolutionanddeploymenttoproduction;however,theeffortandrelatedfundingforthisengagementareonlysufficienttocarryoutthenext42weeksoftheprojectasdescribedinthedefinitizedcontract.Thisincludeseffortsforalimitedamountofbuildsprintsonlyanddoesnotincludeend-to-endsolutiontesting,UAT,deployment,orsupport.Fullprogrambenefitswillberealizedafterfutureprojectphasesarefundedforitemsnotincludedinthisfunding.

missionistoimprovethesafety,permanence,andwell-beingofabusedandneglectedchildren/youthandtohelpstrengthentheirfamilies.CFSAbelieveschildrenthrivewithinfamilysettingsandwithcontinuityandsupportinthemostnormalizingenvironmentpossible.

TheDistrictwillprovideworkingspaceandwillassignworktobedoneona full-time
basisto supportpost-turnoveractivity.
TheDistrictreservestherighttoapproveordisapprovereplacementofkeypersonnel(asdescribedinsectionC.7.1)priortotheirassignmenttoCCWISproject.
TheDistrictwillhavetherighttorequiretheContractortoremoveanypersonnelfromassignmenttothisprojectforfailuretoperformtheirdailyfunctions,asagreedbetweentheDistrictandtheContractor.TheDistrictwillprovidea10-businessdaynoticefortheContractortoworkwiththeresourceonanimprovementplanandifnoimprovementontheagreedimprovementplan,thecontractorPMOwillremovetheresource.
TheDistrictwillmaintainCrystalReportsforFACES,untilsuchtimeastheAgencycantransitiontoanotherBIplatform.
The DistrictwillnotifytheContractorifthegovernance structureof CFSA evolves.
TheDistrictwillmakesubjectmatterexperts(SMEs)availabletoprovidecontentknowledgefromafunctional,businessandtechnicalperspective.
Forkeypersonnel(asdescribedinsectionC.7.1)theDistrictwill,withinfive(5)businessdaysafterreceiptoftheproposedreplacementcandidateresume,contacttheProjectManagertostateifaproposedcandidatehasbeenrejecteduponreviewoftheirresume,andinterviewifapplicable.
