Dear Chairman Mendelson:
Pursuant to section 451 of the District of Columbia Home Rule Act (D.C. Official Code § 1-
204.51) and section 202 of the Procurement Practices Reform Act of 2010 (D.C. Official Code§
2-352.02), enclosed for consideration and approval by the Council of the District of Columbia is
proposed Modification No. M06 to Human Care Agreement No. CWlOl 192 with Capital Care,
Inc. to exercise option year three in the not-to-exceed amount of $1,923,063.34. The period of
performance is from July 1, 2026, through June 30, 2027.
Under the proposed modification, Capital Care, Inc. will continue to provide occupancy-related
residential expenses and services not covered by Medicaid for individuals with intellectual and
developmental disabilities.

A. The Government of the District of Columbia hereby exercises its option to extend the term of Human Care Agreement
(HCA) No. CW101192, pursuant to Section F.3, Option to Extend Term of the Agreement, for option year three
(OY3) from July 1, 2026 through June 30, 2027.
B. The not-to-exceed HCA amount of OY3 is $1,923,063.34.
C. In accordance with Section F.8 “Department of Labor Wage Determinations”, the US Department of Labor Wage
Determination No. 2015-4281, Revision No. 36, dated April 29, 2026 is incorporated by reference and available at:

D. Effective January 1, 2026, until June 30, 2026, the Living Wage rate is $17.95 per hour. Effective July 1, 2026, the
District’s Minimum Wage and Living Wage rates will increase to $18.40 per hour., which can be found on the OCP

E. All other terms and conditions remain the same.
