The D.C. Fire and Emergency Medical Services require the Contractor to provide two Pierce Mid-
Mount Platform Towers that will be used to provide emergency response services throughout the
District.
(D) The selection process, including the number of offerors, the evaluation criteria, and the
evaluation results, including price, technical or quality, and past performance components:

The District shall utilize the H -GAC contract no. FS12-23, with Atlantic Emergency Solutions Inc .
to satisfy the District’s requirement to provide the two Pierce Mid -Mount Platform Towers. The H-
GAC contract has already been competitively awarded, and the pricing is based on large volumes,
therefore the District benefits from the lower prices achieved as a result of the economies of scale.

(E) A description of any bid protest related to the award of the contract, including whether the
protest was resolved through litigation, withdrawal of the protest by the protestor, or
voluntary corrective action by the District. Include the identity of the protestor, the grounds
alleged in the protest, and any deficiencies identified by the District as a result of the protest:

There have been no protests of this award.

(F) A description of any other contracts the proposed contractor is currently seeking or holds
with the District:

1 – CW98809 – Option year four from 05/10/2026 through 05/09/2027 for Pierce and Road Rescue
OEM maintenance and repair services.

(G) The background and qualifications of the proposed contractor, including its organization,
financial stability, personnel, and performance on past or current government or private
sector contracts with requirements similar to those of the proposed contract:

Atlantic Emergency Solutions Inc is a major full- service dealer with over 400 apparatus
professionals based in Manassas, VA, founded in 2010 to provide fire apparatus, ambulances, and
emergency equipment to public safety agencies in the Mid-Atlantic. They represent major brands,
notably Pierce Manufacturing, and operate multiple regional service centers. The firm holds
multiple contracts include the H-GAC cooperative program, Army Sustainment Command Blanket
Purchase Agreements (BPAs), and local government purchasing contracts, such as with Fairfax
County. Their most recent Dun and Bradstreet report indicated that Atlantic Emergency Solutions
Inc has a clear history status with a moderate low risk class.

(H) A summary of the subcontracting plan required under section 2346 of the Small, Local, and
Disadvantaged Business Enterprise Development and Assistance Act of 2005, as amended,
D.C. Official Code § 2-218.01 et seq. (“Act”), including a certification that the subcontracting
plan meets the minimum requirements of the Act and the dollar volume of the portion of the
contract to be subcontracted, expressed both in total dollars and as a percentage of the total
contract amount:

Subcontracting is not required for this contract.

(I) Performance standards and the expected outcome of the proposed contract:

The contractor shall provide a total of two Pierce Mid-Mount Platform Towers.

(K) A certification that the proposed contract is within the appropriated budget authority for the
agency for the fiscal year and is consistent with the financial plan and budget adopted in
accordance with D.C. Official Code §§ 47-392.01 and 47-392.02:

The Office of the Chief Financial Officer has certified that funding is consistent with the applicable
financial plan and budget.

(L) A certification that the contract is legally sufficient, including whether the proposed
contractor has any pending legal claims against the District:

The Office of the Attorney General has certified that the proposed contract is legally sufficient. The
contractor has no pending legal claims against the District.

(M) A certification that the Citywide Clean Hands database indicates that the proposed contractor
is current with its District taxes. If the Citywide Clean Hands Database indicates that the
proposed contractor is not current with its District taxes, either: (1) a certification that the
contractor has worked out and is current with a payment schedule approved by the District;
or (2) a certification that the contractor will be current with its District taxes after the District
recovers any outstanding debt as provided under D.C. Official Code § 2-353.01(b):

The Citywide Clean Hands database indicates the contractor is current with its District taxes.

(N) A certification from the proposed contractor that it is current with its federal taxes, or has
worked out and is current with a payment schedule approved by the federal government:

7.1-SpecializedChassisDesign
‘Thecontractorshalldesign and manufacture a severe-dutyPierceEnforcerchassis
engineeredforemergencyresponseoperationswithemphasisondurability,reducedserviceintervals,andimprovedmaintenanceaccess.
7.2—SpecializedCabDesign

Thecontractorshalldesignandconstructafireapparatuscabemphasizingfirefightersafety,ergonomiclayout,operationalefficiency,andinteriorenvironmentalcomfort.
7.3—AerialDeviceDesign
‘Thecontractorshallinstalla PierceAscendant 100-footmid-mount aerialplatformdevice
includingtheaerialladderassembly,rescueplatform,waterwaysystem,andstabilizationsystem.
7.4—ApparatusBodyDesign
Thecontractorshalldesignasevere-serviceapparatusbodywithstoragecompartmentsconfiguredtosupportfirefightingequipmentandtoolsrequiredforaerialoperations.

7.8—TestingandCertification
ThecontractorshallperformalltestingrequiredbyNFPA1900includingaerialload
testing,roadtesting,andoperationalverificationpriortodelivery.
7.6— DeliveryandTraining
ThecontractorshalldelivertheapparatustotheDistrictofColumbiaFireandEMSDepartment(FEMS)ApparatusDivisionandprovideoperatorandmaintenance
trainingtopersonnelandoperatorsofFEMS.
8.PRODUCTION AND DELIVERY

withintheperiodofperformanceof this taskorderunder itsown power FOB to 1103half streetSW.
WashingtonDC20024.Productionshallincludeengineeringreview,fabrication,installationofsystems,qualityassuranceinspections,andoperationaltestingpriortodelivery.
9.INSPECTIONREQUIREMENT:
‘TheDistrictreservestherighttoinspectthevehiclesduringproduction.Finalacceptanceshall‘occurfollowinginspection,verificationofspecificationcompliance,andoperationaltestingofeach vehicle.
10,OPTION TO EXTEND
a, TheGovernmentmayextendthetermofthisagreement,contingentupontherespectiveoptionperiodsbeingextendedforH-GACNo.FS12-23,fora periodofthreeoneyearoption
periods,orsuccessivefractionsthereof,bywrittennoticetotheContractorbeforetheexpirationoftheDeliveryorder;providedthattheDistrictwillgivetheContractorapreliminarywrittennoticeofitsintenttoextendatleastthirty(30)daysbeforetheagreementexpires.ThepreliminarynoticedoesnotcommittheDistricttoanextension.The
exerciseofthisoptionissubjecttotheavailabilityoffundsatthetimeoftheexerciseofthis,option.TheContractormaywaivethethirty(30)daypreliminarynoticerequirementbyprovidingawrittenwaivertotheContractingOfficerpriortoexpirationofthetaskorder.

conformstotherequirementsofthetaskorderandsuchotherresponsibilitiesandauthoritiesasmaybespecifiedinthetaskorder.Theseinclude:
b. KeepingtheCO fullyinformedandanytechnicalorContractualdifficultiesencounteredduringtheperformanceperiodandadvisingthe
CO ofanypotentialproblemareasunderthetaskorder;
CoordinatingsiteentryforContractorpersonnel,ifapplicable;
d. Reviewinginvoicesforcompletedworkandrecommendingapproval
bytheCOiftheContractor'spricesandcostsareconsistentwiththecontractualamountsandprogressissatisfactoryandcommensurate
withtherateofexpenditure;
¢.Reviewingandapprovinginvoicesfordeliverablestoensurereceiptofgoods
andservices.ThisincludesthetimelyprocessingofinvoicesandvouchersinaccordancewiththeDistrict'spaymentprovisions;and

14,INSURANCE REQUIREMENT

The Contractoratitssoleexpense shallprocureand mai in,duringtheentire
periodofperformanceunderthistaskorder,thetypesofinsurancespecifiedinArticle8 of H-GAC No. FS12-23, referencetoattachmentA.
15.COMPENSATION AND PAYMENT,
a,TheContractorshallbepaidforsatisfactoryservicesanddeliveryoftheequipment
assetinsection6.1andallamendmentsthereof.
b.TheDistrictwillmakepaymentstotheContractor,uponthesubmissionofproperinvoices,atthepricesstipulatedinthistaskorder,forequipmentdeliveredlessanydiscounts,allowancesor adjustmentsprovidedforinthistaskorder.
16. INVOICE SUBMITTAL
a.TheContractorshallcreateandsubmitpaymentrequestsinanelectronicformat
throughtheDC VoucherPortal,https://vendorportal.de.gov.
b.Unlessotherwisespecifiedinthiscontract,paymentsareprogressiveandmadeasequipmentisdeliveredandasinstallationpervehicleiscompleted.TheContractorshallsubmitproperinvoicesonaprogressivebasis,asequipmentisreceived,delivered,andinstallationiscompleted.
c.Toconstituteaproperinvoice,theContractorshallenterallrequiredinformationinto
thePortalafterselectingtheapplicablepurchaseordernumberwhichislistedontheContractor’sprofile.
17. ORDERING CLAUSE
a.AnysuppliesandservicestobefurnishedunderthiscontractmustbeorderedbyissuanceofdeliveryordersortaskordersbytheCO.Suchordersmaybeissuedduringthetermof this contract.
b.Alldeliveryordersortaskordersaresubjecttothetermsandconditionsofthiscontract.Intheeventofaconflictbetweenadeliveryorderortaskorderandthiscontract,the
contractshallcontrol.
c.Ifmailed,adeliveryorderortaskorderisconsidered"issued"whentheDistrictdepositstheorderinthemail.Ordersmaybeissuedbyfacsimileorbyelectroniccommercemethods.

18. ORDER OF PRECEDENCE
Aconflictinlanguageshallberesolvedbygivingprecedencetothedocumentinthehighestorderofprioritythatcontainslanguageaddressingtheissueinquestion.Thefollowingdocumentsareincorporatedintothetaskorderby
