Dear Chairman Mendelson:
Pursuant to D.C. Code §2-352.02 (b)(2), I have enclosed for consideration by the Council of the
District of Columbia (“Council”), the Council Contract Summary for a proposed contract, in the
amount of One Million Six Hundred Thousand and 00/00 Dollars ($1,600,000.00) between the District
of Columbia Housing Authority (“DCHA”) and Autumn General Contracting LLC (“Autumn”).
This proposed contract is for roof replacement at the Regency House, a development located at 5201
Connecticut Avenue, NW, Washington, DC 20015 (the “Property”). DCHA procured Autumn pursuant
to DCHA RFP 54-2024, a Request for Job Order Contractors. Under a Job Order Contracting
(“JOC”) contract, DCHA awards an approved contractor a Detailed Scope of Work and the contractor
prepares a cost proposal using a construction catalog, which contains a range of construction and
construction related tasks and prices.
DCHA plans to enter into a JOC job order contract with Autumn to perform work on a roof replacement
at the Property using an allocation of $1,600,000.00 in District capital funds which are included in
DCHA’s FY 2026 Approved Budget and Financial Plan.
Pending approval by the Council, DCHA proposes to award Autumn a JOC job order contract in the
amount of $1,600,000.00 in order to complete the roof replacement at the Property.

(2) Description of the Goods and Services to be provided:
Pursuant to D.C. Official Code § 2-352.02(b)(2), as amended, DCHA seeks to execute
Project Number DJ81-DC01.01 for the roof replacement at Regency House. The project
includes the replacement of the existing roof system to address aging infrastructure,
improve building integrity, prevent water intrusion, and extend the useful life of the
property.
(3) A description of the selection process, including the number of offerors, the
evaluation criteria, the evaluation results, and the basis for selecting the proposed
contractor:
DCHA received thirty-five (35) proposals in response to its RFP 54-2024. Twenty-four
(24) proposals were determined technically qualified and advanced through the
evaluation process. Autumn General Contracting LLC (“Autumn”) was determined to be
a qualified and responsive contractor under the JOC program.
(4) Background and qualifications of the proposed contractor:
Founded in 2002, Autumn has emerged as one of the Washington Metropolitan Area’s

(5) Performance standards and expected outcomes of the proposed contract:
DCHA expects the roof replacement project to be completed on schedule and in
accordance with all applicable building codes, safety standards, manufacturer
specifications, and project requirements. The completed project is expected to improve
building integrity, prevent water intrusion, extend the useful life of the facility, and
reduce future maintenance requirements.
(6) Description of the funding source for the proposed agreement and certification
that the proposed agreement is consistent with the District's financial plan and
budget:
The funding source is from the District capital funds which are included in DCHA’s FY
2026 Approved Budget and Financial Plan.
(7) A certification of legal sufficiency:

(9) The status of the proposed Contractor as a certified local, small, or

Autumn is not a certified local, small, disadvantaged, or women-owned business
enterprise. However, Autumn’s sub-contractor, DH Development LLC, is a Certified
Business Enterprise (CBE) and a Minority Business Enterprise (MBE) that is scheduled
to perform 36.32% of the planned work on the Project.
(10) A statement indicating whether the proposed Contractor is currently debarred
from providing services or goods to the District or Federal Government:
DCHA's Office of Administrative Services conducted a review of the Federal System for
Award Management (SAM) and determined Autumn is not debarred.

1. Procurement Process:
I have enclosed for consideration by the Council of the District of Columbia, the Council
Contract Summary for a proposed contract, in the amount of One Million Six Hundred Thousand
and 00/00 Dollars ($1,600,000.00) between the District of Columbia Housing Authority
(“DCHA”) and Autumn. This proposed contract is for the roof replacement at DCHA’s Regency
House property. DCHA plans to enter into the contract with Autumn for roof replacement
services using capital funds appropriated by the Council of the District of Columbia and included
in DCHA’s 2026 FY Approved Budget and Financial Plan. DCHA advertised a Request for
Proposal 54-2024 in the local newspapers. The DCHA procurement solicited bids from qualified
construction companies who had the capacity, experience, staff, and ability to undertake
numerous projects. In response to the solicitation, DCHA received bids from thirty-five (35)
firms and determined twenty-four (24) proposals were determined to be qualified companies.
DCHA determined that Autumn met the technical requirements and has relevant experience
working on multifamily housing projects similar to the housing developments owned by DCHA
and therefore is qualified and capable of providing DCHA’s required construction, repair and
replacement services.
2. Description of Proposed Contract:
The proposed Contract between DCHA and Autumn (“Contract”) is for a roof replacement at
DCHA’s Regency House project. The Contract will be up to a maximum amount of One Million
Six Hundred Thousand and 00/00 Dollars ($1,600,000.00). The length of the proposed Contract
will be Two Hundred Twenty (220) days. The scope of work in the Contract contains sufficient
details and plans. DCHA will fund the Contract with capital funds appropriated by the Council of
the District of Columbia and included in DCHA’s FY 2026 Approved Budget and Financial Plan.
3. Legal Review.
The DCHA Office of the General Counsel (“OGC”) has reviewed the proposed Contract with
Autumn for legal sufficiency. The review indicates that DCHA followed a competitive process in
making the award to Autumn. OGC’s review of the Contract indicated that it is legally sufficient.
In addition, we are not aware of any pending legal claims of Autumn against DCHA. The
Contract term is not to exceed one year and the Contract will be funded with appropriations
from the District of Columbia’s capital which are included in DCHA’s FY 2026 Approved Budget
and Financial Plan and exceeds One Million Dollars ($1,000,000). Accordingly, the Contract
must be submitted to the District Council for review and approval in accordance with D.C. Code
§ 2-352.02(a)(1).

WHEREAS, District of Columbia Housing Authority (“DCHA”), its instrumentalities
and affiliates require a large capacity of contracts to accomplish various projects for
repair, alteration, modernization, maintenance, rehabilitation, demolition, construction
and environmental services at various properties; and
WHEREAS, on August 18, 2024 , DCHA advertised a Request for Proposals
(“RFP”) in was placed in The Washington Post Sunday Edition , Washington Informer,
Afro American, The Washington Times, El Tiempo Latino and East of the River. Copies
were emailed to LSDBE Vendors Email Blast, Section 3 Vendors Email Blast, all District
Government Certified Business Entity members and all District of Columbia Department
of Housing and Community Development (“DHCD”) Section 3 vendors; and
WHEREAS, on August 19, 2024, Solicitation No. 54 -2024 Job Order Contracting
(JOC) was posted on the DCHA website, and the Agency’s e-procurement system; and
WHEREAS, Solicitation No.’s 54 -2024, 54 -2024A through 54 -2024I for JOC
General Construction, Electrical, Mechanical and Plumbing, and Electrical and Fire Alarm
for the repair, alteration, modernization, maintenanc e, rehabilitation, demolition and
construction of infrastructure, buildings and structures by means of Job Orders issued
under JOC Indefinite Delivery Indefinite Quantity (IDIQ) contracts (“JOC Contract”) was

Consys Inc., Delkan Group, First Choice Construction, HEP Construction, Irreno
Construction Company, JAP Construction LLC, Landivar and Associates, Metropolitan
Engineering Inc., Micon Construction, Inc, Mo Construction Inc., One-Kare Enterprise
LLC, S-Works Construction Corporation, TMG Construction Corporation, Vigil
Contracting Inc., Walker Construction have met the technical requirements of the RFP
as a qualified firms capable of providing the repair, alteration, modernization,

NOW, THEREFORE, BE IT RESOLVED , that the Board of Commissioners of
District of Columbia Housing Authority hereby authorizes the Executive Director to
execute twenty -one (21) contracts to provide repair, alteration, modernization,
maintenance, rehabilitation, demolition and construction of infrastructure, buildings and
structures by means of Job Orders issued under JOC Indefinite Delivery Indefinite
Quantity (IDIQ) contracts (“JOC Contract”) at various pro perties owned by or done on
behalf of, the Authority or any of its instrumentalities or affiliates, for a period of five (5)
years consisting of one (1) base year with four (4) one -year options, in the minimum
aggregate amount of Five Hundred Twenty -Five Thousand Dollars ($525,000.00) not to

Scope of Work : DJ81-DC01.01 : Date of Scope of Work: 4/3/2025Brief Scope of Work: Roof Replacemewnt at the Regency House All work shall be done per District of Columbia codes and all other applicable codes followed and enforced by the Districtof Columbia in effect at the time of the installation.All Work must be executed per the general terms and conditions of the specified JOC/IDIQ contract.Contractor must provide construction schedule for approval prior to preconstruction meeting for DCHA-PMapproval.The contractor must provide construction schedule of values prior to construction start.All systems shall be operable and function at the completion of this contract.The contractor must secure the unit/working area at all times during contract/active working period until owneracceptance, any damage or stolen equipment or materials shall be the responsibility of the contractor to repair orreplace. DCHA will not be held responsible for any loss or damaged materials, or equipment left on the site.Provide submittals for all new equipment for DCHA approval prior to equipment procurement.All equipment shall be installed per manufacturer’s installation documents or applicable codes if they take precedence.Contractor to provide training of both DCHA staff and outside vendors associated (if applicable).Contractor must provide the following notifications to DCHA-PM for coordination:Site Access prior to start of work: Notify project manager, property manager and regional maintenancesupervisor 72 hours prior to mobilization.Material Deliveries: 48hr notice prior to delivery for elevator / site access coordination.Utility Shutdown: 48hr notice prior to shutdown of utilities that affect occupied units.All work shall be completed with the least possible disturbance and utility interruption to the development residents. The Contractor shall notify the DCHA Property Manager and the DCHA PMO contact of any interruptions in utility services to the residents at least seventy-two (72) hours before the interruption. Interruptions shall only occur after written consent from the Property Manager and shall be coordinated to avoid repeated interruptions. All interruptions shall occur during off-peak hours and shall be limited to a maximum of two (2) hours per interruption or at the discretion of the Property Manager.The Contractor shall protect the existing structure from any damage during this contract's execution. Any damageincurred shall be the responsibility of the contractor and must be reported to the DCHA PMO contact and the RegionalMaintenance Supervisor immediately. The damage(s) must be promptly repaired to insure the continued effectiveoperation of the system at no cost to DCHA. All damage that occurs to the property due to the Contractor’s negligenceshall be repaired at no cost to DCHA and all repairs must be acceptable to the DCHA PMO contact or RegionalMaintenance Supervisor.The Contractor at final walkthrough shall demonstrate the operation and the proper effective function of the installeditems and materials prior to acceptance by the DCHA PMO contact. The Contractor shall also provide all Operation &maintenance manuals and warranties as required for such equipment/installed materials.Project Allowance: The contractor shall provide to be used for
