Dear Chairman Mendelson:
Pursuant to D.C. Code §2-352.02 (b)(2), I have enclosed for consideration by the Council of the
District of Columbia (“Council” ), the Council Contract Summary for a proposed contract, in the
amount of One Million Three Hundred Ninety-Nine Thousand Nine Hundred Ninety-Nine and 91/00
Dollars ($1,399,999.91) between the District of Columbia Housing Authority (“DCHA”) Centennial
Contractors Enterprises Inc. (“Centennial”).
This proposed contract is for elevator replacement at the Horizon Apartments, a development located
at 5601 13th Street NW, Washington, DC 20011 (the “Property”). DCHA procured Centennial pursuant
to DCHA RFP 54-2024, a Request for Job Order Contractors. Under a Job Order Contracting (“JOC”)
contract, DCHA awards an approved contractor a Detailed Scope of Work and the contractor prepares
a cost proposal using a construction catalog, which contains a range of construction and construction
related tasks and prices.
DCHA plans to enter into a JOC job order contract with Centennial to perform work on an elevator
replacement at the Property using an allocation of $1,399,999.91 in District capital funds which are
included in DCHA’s FY 2026 Approved Budget and Financial Plan.
Pending approval by the Council, DCHA proposes to award Centennial a JOC job order contract in the
amount of $1,399,999.91 in order to complete the elevator replacement at the Property.

(2) Description of the Goods and Services to be provided:
Pursuant to D.C. Official Code § 2-352.02(b)(2), as amended, DCHA seeks to execute
Project Number DJ84-DC01.01 for the elevator replacement at Horizon House. The
project includes the replacement and modernization of aging elevator equipment to
improve reliability, safety, accessibility, and operational performance for residents and
visitors.
(3) A description of the selection process, including the number of offerors, the
evaluation criteria, the evaluation results, and the basis for selecting the proposed
Contractor:
The District of Columbia Housing Authority (DCHA) issued Request for Proposals
(RFP) Solicitation No. 54-2024 seeking qualified firms to provide repair, alteration,
modernization, maintenance, rehabilitation, demolition, and construction services through
the Job Order Contracting (JOC) program. DCHA received thirty-five (35) proposals in
response to the solicitation. Twenty-four (24) proposals were determined technically
qualified and advanced through the evaluation process. Based on the evaluation results,
Centennial Contractors Enterprises Inc. (“Centennial”) was determined to be a qualified
and responsive contractor under the JOC program.
(4) Background and qualifications of the proposed contractor:
Founded in 1991, Centennial is a nationally recognized construction and facilities
services contractor with more than thirty (30) years of experience delivering construction,
renovation, repair, and design-build projects for federal, state, local, and commercial
clients. Operating from more than thirty (30) locations nationwide, Centennial has
successfully completed over 40,000 projects with a combined value exceeding $4 billion.
Over the past three decades, Centennial has constructed or renovated more than 500
million square feet of educational, healthcare, military, housing, office, industrial, and
recreational facilities. Centennial's expertise includes construction management, design-
build delivery, renovations, alterations, and facility repairs, with proven success
managing multiple projects and subcontractors simultaneously.
Centennial's commitment to Safety, Integrity, Customer Satisfaction, Cost Effectiveness,
Collaboration, Passion, Employee Satisfaction, and Adaptability has contributed to its
strong past performance and reputation for delivering quality projects on time and within
budget. Since 2005, Centennial has also benefited from the resources and financial

(5) Performance standards and expected outcomes of the proposed contract:
DCHA expects Centennial to furnish, supply, install, test, inspect, and place into service
two fully operational elevator systems at Horizon House. The project includes demolition
of existing elevators, replacement of control systems, drive systems, hoist motors, cab
components, safety systems, emergency systems, access control devices, supporting
cabling, HVAC improvements, and associated architectural and finish work. Centennial
shall maintain at least one operational elevator throughout construction, obtain all
required permits and inspections, complete all testing and certifications, and deliver a
fully operational elevator system in accordance with applicable building codes, safety
standards, and project requirements.
(6) Description of the funding source for the proposed agreement and certification
that the proposed agreement is consistent with the District's financial plan and
budget:
The funding source is from the District capital funds which are included in DCHA’s FY
2026 Approved Budget and Financial Plan.
(7) A certification of legal sufficiency:
The legal sufficiency memorandum is attached to this summary.
(8) A certification that the proposed Contractor is in compliance with District tax
laws:
The District tax law compliance certification is attached to this summary.
(9) The status of the proposed Contractor as a certified local, small, or
disadvantaged business enterprise:
Centennial is not a certified local, small, disadvantaged, or women-owned business
enterprise. However, Centennial’s subcontractor, Collins Elevator, is a Certified
Business Enterprise (CBE) and a Women Owned Business Enterprise (WBE) that is
scheduled to perform 63.01% of the proposed work under the contract.
(10) A statement indicating whether the proposed contractor is currently debarred
from providing services or goods to the District or Federal Government:
DCHA's Office of Administrative Services conducted a review of the Federal System for
Award Management (SAM) and the District of Columbia Excluded Parties List and
determined that Centennial is not debarred, suspended, or otherwise prohibited from
doing business with the Federal Government or the District of Columbia.

1. Procurement Process:
I have enclosed for consideration by the Council of the District of Columbia, the Council
Contract Summary for a proposed contract, in the amount of One Million One Hundred
Thousand Three Hundred Ninety-Seven and 98/00 Dollars ($1,100,397.98) between the District
of Columbia Housing Authority (“DCHA”) and MO. This proposed contract is for elevator
replacement at DCHA’s Horizon House property. DCHA plans to enter into the contract with
Centennial for elevator replacement services using District capital funds appropriated by the
Council of the District of Columbia and included in DCHA’s 2026 Approved Budget and Financial
Plan. DCHA advertised a Request for Proposal 54-2024 in the local newspapers. The DCHA
procurement solicited bids from qualified construction companies who had the capacity,
experience, staff, and ability to undertake numerous projects. In response to the solicitation,
DCHA received bids from thirty-five (35) firms and determined twenty-four (24) proposals were
determined to be qualified companies. DCHA determined that Centennial met the technical
requirements and has relevant experience working on multifamily housing projects similar to
the housing developments owned by DCHA and therefore is qualified and capable of providing
DCHA’s required construction, repair and replacement services.
2. Description of Proposed Contract:
The proposed Contract between DCHA and Centennial (“Contract”) is for an elevator
replacement at DCHA’s Horizon House project. The Contract will be up to a maximum amount
of One Million Three Hundred Ninety-Nine Thousand Nine Hundred Ninety-Nine and 91/00
Dollars ($1,399,999.91). The length of the proposed Contract will be Two Hundred Sixty-Eight
(268) days. The scope of work in the Contract contains sufficient details and plans. DCHA will
fund the Contract with capital funds appropriated by the Council of the District of and included
in DCHA’s 2026 Approved Budget and Financial Plan.
3. Legal Review.
The DCHA Office of the General Counsel (“OGC”) has reviewed the proposed Contract with
Autumn for legal sufficiency. The review indicates that DCHA followed a competitive process in
making the award to Autumn. OGC’s review of the Contract indicated that it is legally sufficient.
In addition, we are not aware of any pending legal claims of Autumn against DCHA. The
Contract term is not to exceed one year and the Contract will be funded with District of
Columbia capital funds which are included in DCHA’s 2026 Approved Budget and Financial Plan
and exceeds One Million Dollars ($1,000,000). Accordingly, the Contract must be submitted to
the District Council for review and approval in accordance with D.C. Code § 2-352.02(a)(1).

WHEREAS, District of Columbia Housing Authority (“DCHA”), its instrumentalities
and affiliates require a large capacity of contracts to accomplish various projects for
repair, alteration, modernization, maintenance, rehabilitation, demolition, construction
and environmental services at various properties; and
WHEREAS, on August 18, 2024 , DCHA advertised a Request for Proposals
(“RFP”) in was placed in The Washington Post Sunday Edition , Washington Informer,
Afro American, The Washington Times, El Tiempo Latino and East of the River. Copies
were emailed to LSDBE Vendors Email Blast, Section 3 Vendors Email Blast, all District
Government Certified Business Entity members and all District of Columbia Department
of Housing and Community Development (“DHCD”) Section 3 vendors; and
WHEREAS, on August 19, 2024, Solicitation No. 54 -2024 Job Order Contracting
(JOC) was posted on the DCHA website, and the Agency’s e-procurement system; and
WHEREAS, Solicitation No.’s 54 -2024, 54 -2024A through 54 -2024I for JOC
General Construction, Electrical, Mechanical and Plumbing, and Electrical and Fire Alarm
for the repair, alteration, modernization, maintenanc e, rehabilitation, demolition and
construction of infrastructure, buildings and structures by means of Job Orders issued
under JOC Indefinite Delivery Indefinite Quantity (IDIQ) contracts (“JOC Contract”) was
posted to the Agency’s e-procurement system Bonfire, issued to the Department of Small

construction of infrastructure, buildings and structures, and in the best interest of DCHA;

Consys Inc., Delkan Group, First Choice Construction, HEP Construction, Irreno
Construction Company, JAP Construction LLC, Landivar and Associates, Metropolitan
Engineering Inc., Micon Construction, Inc, Mo Construction Inc., One-Kare Enterprise
LLC, S-Works Construction Corporation, TMG Construction Corporation, Vigil
Contracting Inc., Walker Construction have met the technical requirements of the RFP
as a qualified firms capable of providing the repair, alteration, modernization,
maintenance, rehabilitation, demolition and construction of infrastructure, buildings and
structures by means of Job Orders issued under JOC Contracts; and
WHEREAS, DCHA performed a review of the Federal Systems Award
Management and the District’s Excluded Parties List on March 10, 2025, and has

execute twenty -one (21) contracts to provide repair, alteration, modernization,
maintenance, rehabilitation, demolition and construction of infrastructure, buildings and
structures by means of Job Orders issued under JOC Indefinite Delivery Indefinite
Quantity (IDIQ) contracts (“JOC Contract”) at various pro perties owned by or done on
behalf of, the Authority or any of its instrumentalities or affiliates, for a period of five (5)
years consisting of one (1) base year with four (4) one -year options, in the minimum
aggregate amount of Five Hundred Twenty -Five Thousand Dollars ($525,000.00) not to

a. ContractormustprovideconstructionscheduleforapprovalpriortopreconstructionmeetingforDCHA-PM
approval.b.Thecontractormustprovideconstructionscheduleofvaluespriortoconstructionstart.
3.Allsystemsshallbeoperableandfunctionatthecompletionofthiscontract.
4,Thecontractormustsecuretheunit/workingareaatalltimesduringcontract/activeworkingperioduntilowneracceptance,anydamageorstolenequipmentormaterialsshallbetheresponsibilityofthecontractortorepairor
replace.DCHAwillnotbeheldresponsibleforanylossordamagedmaterials,orequipmentleftonthesite.
5. ProvidesubmittalsforallnewequipmentforDCHAapprovalpriortoequipmentprocurement.6.Allequipmentshallbeinstalledpermanufacturer'sinstallationdocumentsorapplicablecodesiftheytakeprecedence.7.ContractortoprovidetrainingofbothDCHAstaffandoutsidevendorsassociated(ifapplicable).
8 ContractormustprovidethefollowingnotificationstoDCHA-PMforcoordination:
a. SiteAccesspriortostartofwork:Notifyprojectmanager,propertymanagerandregionalmaintenance
supervisor72hourspriortomobilization.b, MaterialDeliveries:48hrnoticepriortodeliveryforelevator/siteaccesscoordination.
. UtilityShutdown:48hrnoticepriortoshutdownofutilitiesthataffectoccupiedunits.
9.Allworkshallbecompletedwiththeleastpossibledisturbanceandutilityinterruptiontothedevelopmentresidents.TheContractorshallnotifytheDCHAPropertyManagerandtheDCHAPMO contactofany interruptionsinutility
servicestotheresidentsatleastseventy-two(72)hoursbeforetheinterruption.Interruptionsshallonlyoccurafter
writtenconsentfromthePropertyManagerandshallbecoordinatedtoavoidrepeatedinterruptions.Allinterruptionsshalloccurduringoff-peakhoursandshallbelimitedtoamaximumoftwo(2)hoursperinterruptionoratthediscretion
ofthePropertyManager.
TheContractorshallprotecttheexistingstructurefromanydamageduringthiscontract'sexecution.AnydamageincurredshallbetheresponsibilityofthecontractorandmustbereportedtotheDCHAPMOcontactandtheRegional
MaintenanceSupervisorimmediately.Thedamage(s)mustbepromptlyrepairedtoinsurethecontinuedeffective
