A CEREMONIAL RESOLUTION
26-3
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
February 4, 2025
To recognize, honor, and celebrate Dr. Frazier O’Leary upon the completion of his service as the
Ward 4 Representative to the D.C. State Board of Education.
WHEREAS, Dr. Frazier O'Leary earned a Bachelor of Arts from American University in
the District of Columbia in 1970; a Master of Liberal Arts from St. John’s College in New
Mexico in 1973; and was awarded an honorary Doctorate of Philosophy in humanities from St.
Mary’s College in Maryland in 2009;
WHEREAS, Dr. O'Leary began teaching for D.C. Public Schools in 1971 at Garnet-
Patterson Junior High School in Ward 1, where he was named Teacher of the Year;
WHEREAS, Dr. O'Leary continued his teaching career with D.C. Public Schools at Ward
1’s Cardozo Senior High, beginning in 1977, where he remained for 40 years until his retirement
in 2017, and also won Teacher of the Year;
WHEREAS, Dr. O'Leary supported his students’ athletic development, coaching
championship-winning teams including football, girls’ and boys’ basketball, tennis, and baseball
while teaching at Cardozo, being recognized as the Urban Coalition Coach of the Year in 1985
and inducted into the D.C. Coaches’ Hall of Fame in 2007;
WHEREAS, Dr. O'Leary was a long-time member and past Vice President of The School
Club, an educational advocacy group;
WHEREAS, Dr. O'Leary served as Ward 4’s representative to the D.C. State Board of
Education for six years, beginning January 2, 2019;
WHEREAS, Dr. O'Leary served as the Vice President of D.C.’s State Board of Education
in 2023;
WHEREAS, Dr. O'Leary prioritized listening to and communicating with his Ward 4
constituents and played a key role in winning more equitable investment in Ward 4 schools,
revising city-wide learning standards, and supporting teacher development;

WHEREAS, Dr. O'Leary founded Mrs. O'Leary's Books4Friends in honor of his late wife
and has personally delivered over 60,000 books to the Ward 4 elementary schools over the past 5
years;
WHEREAS, Dr. O’Leary solicited donations of and distributed bookbags, hats, and
gloves to Ward 4 students in need; and
WHEREAS, Dr. O'Leary has served as an adjunct professor at the University of the
District of Columbia for the past 40 years as an extension of his dedication to teaching both
literacy and literature to the people of D.C.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Dr. Frazier O’Leary Ceremonial Recognition Resolution of
2025”.
Sec. 2. The Council of the District of Columbia recognizes, honors, and celebrates Dr.
Frazier O’Leary for his lifetime of service to the students, families, and educators of Ward 4 and
the District of Columbia as both an educator and an advocate for safe, healthy, and equitable
schools.
Sec. 3. This resolution shall take effect immediately.
