A CEREMONIAL RESOLUTION

26-4

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

February 4, 2025

To recognize, honor, and celebrate the 30th anniversary of Neighbors' Consejo.

WHEREAS, Neighbors' Consejo was founded in a church basement in 1994 in
Washington, D.C. by a group of residents concerned about rising homelessness and addiction,
particularly alcoholism, in the Mt. Pleasant neighborhood, and was officially incorporated in 1995,
led by the original founding group as the first board of directors; and

WHEREAS, Neighbors’ Consejo prioritized the delivery of free mental health and
community support services in a linguistically and culturally appropriate manner, ensuring access
to those unaware of available support, including members of the Latino community, composed
mainly of Central American migrants fleeing civil wars, many of whom faced untreated traumas
or mental health disorders; and

WHEREAS, in 2007, Neighbors’ Consejo acquired 3 houses on 16th Street NW to serve as
community shelters and, in 2008, provided temporary refuge for families displaced by a fire in Mt.
Pleasant; and

WHEREAS, in 2016, Neighbors’ Consejo reorganized to better serve African American
and Latino neighbors in need and opened service centers in northwest and southeast D.C.; and

WHEREAS, today, Neighbors’ Consejo operates locations on Georgia Avenue, NW and
Anacostia in SE, offering high-quality mental health and community support services to neighbors
in need across the city; and

WHEREAS, Neighbors’ Consejo was the recipient of the American Psychiatric
Association Foundation’s 2023 Award for Advancing Minority Health; and

WHEREAS, Neighbors’ Consejo envisions a community of happy, healthy, and self -
sufficient neighbors.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, T hat this
resolution may be cited as the “ Neighbors’ Consejo 30th Anniversary Recognition Resolution of
2025”.
Sec. 2. The Council of the District of Columbia recognizes and celebrates the 30 th
anniversary of Neighbors’ Consejo and its dedication to providing free, culturally and
linguistically competent mental health and community support services to individuals who are
among the most vulnerable in Washington, D.C.

Sec. 3. This resolution shall take effect immediately.
