A CEREMONIAL RESOLUTION

26-19

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

March 4, 2025

To recognize Katie Whitehouse for her diligent, compassionate service as Legislative Director to
Councilmember Robert C. White, Jr., and for her considerable contributions to the
residents of the District of Columbia.

WHEREAS, Katie Whitehouse served in the At-Large Office of Councilmember Robert
White for 6 years, beginning her tenure as a Legislative Assistant and ultimately serving as
Legislative Director;
WHEREAS, Katie Whitehouse skillfully developed the Office’s priorities with
inclusivity and steadiness, resulting in impactful health, public safety, education, economic
development, and housing legislative packages that address the root causes of persistent societal
issues and have led to better outcomes for District residents;
WHEREAS, Katie Whitehouse was instrumental in crafting the tuition-free Master of
Social Work program at the University of the District of Columbia, ensuring that aspiring social
workers – particularly those from historically underrepresented backgrounds – have access to
advanced education and a pathway to service;
WHEREAS, Katie Whitehouse led efforts spanning several years across multiple Council
committee jurisdictions to enhance access to reproductive healthcare;
WHEREAS, Katie Whitehouse worked tirelessly to help protect District consumers from
damaging credit score effects attributable to pandemic economic harms;
WHEREAS, in addition to the legislation that she shepherded to passage, Katie
Whitehouse was the lead staffer for legislative efforts that have the potential to advance District
residents’ well-being, including the introduction of the Perinatal Health Worker Training Access
Act of 2019 and the Senior Co-Living Program Establishment Act of 2019;
WHEREAS, Katie Whitehouse has mentored and supported numerous colleagues with
empathy and honesty, fostering a culture of excellence, collaboration, and integrity within the
Office and beyond;

WHEREAS, Katie Whitehouse cultivated strong relationships with community leaders,
constituents, advocates, and stakeholders, forging partnerships and translating those engagements
into meaningful, lasting policy changes;
WHEREAS, Katie Whitehouse demonstrates leadership in her daily actions, through a
commitment to lifelong learning and an aptitude for centering humanity amid the politics;
WHEREAS, Katie Whitehouse tackles project after project with both system-level
innovation and enthusiasm for granular detail, including in recent efforts to systematically
improve the efficacy of District agency budgeting practices;
WHEREAS, Katie Whitehouse has served as a leader among leaders at the Council, by
organizing her fellow senior staff across offices to identify and tackle quality-of-life challenges
affecting Council hiring and retention, which in turn improves the District government’s ability
to serve its people; and
WHEREAS, the combination of Katie Whitehouse’s intelligence, keen political
awareness, deep listening, and innate ability to form meaningful connections have earned her
high levels of respect both inside and outside of the John A. Wilson Building.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Katie Whitehouse Recognition Resolution of 2025”.

Sec. 2. The Council of the District of Columbia recognizes Katie Whitehouse for her
years of devoted service as Legislative Director and her lasting impact on the District of
Columbia.

Sec. 3. This resolution shall take effect immediately.
