A CEREMONIAL RESOLUTION
26-24
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
April 1, 2025
To officially recognize the 100th anniversary of the National Capital Planning Commission.
WHEREAS, the National Capital Planning Commission (NCPC) was established by Congress in
1924 as the federal government’s central planning agency for the National Capital Region, tasked with
guiding long-term development while preserving the unique character, cultural heritage, and historical
significance of the nation’s capital;
WHEREAS, for 100+ years, NCPC has played a vital role in shaping Washington, DC, and the
surrounding region through comprehensive planning, policymaking, and project reviews, ensuring that
federal interests align with the city’s growth and well-being;
WHEREAS, NCPC has worked collaboratively with the District of Columbia Office of Planning
to enhance Washington as a great National capital, fostering equitable development through inspiring
architecture, public spaces, environmental stewardship, and thoughtful land-use managements;
WHEREAS, the passage of the Home Rule Act of 1973 redefined NCPC’s role to focus primarily
on federal properties within Washington, DC and the National Capital Region, establishing a shared
planning framework with the District of Columbia government;
WHEREAS, NCPC has provided expert guidance on critical planning initiatives, including the
Comprehensive Plan for the National Capital, the design and location of national memorials and
embassies, infrastructure projects and federal capital improvements that shape the monumental core and
public spaces of the nation’s capital;
WHEREAS, the twelve-member Commission of the NCPC represents both federal and local
governments, including appointees by the President of the United States and the Mayor and Chair of the
District Council of the District of Columbia, ensuring a diverse and collaborative approach to national and
local planning decisions;
WHEREAS, over the past century, NCPC has been instrumental in preserving Washington, DC’s
historic skyline through oversight of the Height of Building Act and has assured that the District’s voice
is heard during deliberation of new projects;
WHEREAS, as NCPC celebrated its centennial year in 2024, reflected on its history,
acknowledged past challenges, and reaffirmed its commitment to inclusive and forward-thinking planning
that benefits both the residents and the visitors of our city;

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution
may be cited as the “National Capital Planning Commission 100th Anniversary Recognition Resolution of
2025.”
Sec. 2. The Council of the District of Columbia hereby commends NCPC for a century of
dedicated service and looks forward to its continued leadership in collaboration with the Government of
the District of Columbia in shaping a vibrant, resilient, and equitable future for our city and the
surrounding region.
Sec. 3. This resolution shall take effect immediately.
