A CEREMONIAL RESOLUTION
26-31
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
April 1, 2023
To recognize, honor, and express gratitude to James Spaulding for his years of service to the
District of Columbia.
WHEREAS, James Spaulding received a bachelor’s degree from Haverford College,
Pennsylvania, and a Master in Economics and Doctorate in Economics from the University of
Wisconsin, Madison;
WHEREAS, James Spaulding joined the Office of the Chief Financial Officer’s (OCFO)
Office of Budget and Planning in 2000 as a Branch Chief and worked on the District’s financial
plan and labor costs. In 2002, he served as Director, and was responsible for grants’ budgeting. He
then spent several years as Director of the Capital Improvements Program. He was appointed
Associate Deputy Chief Financial Officer for the Office of Budget and Planning in April 2008. In
this role, he worked on all aspects of the District of Columbia’s operating and capital budgets, as
well as the Office of Budget and Planning’s reporting functions;
WHEREAS, Prior to joining the District of Columbia government, Mr. Spaulding spent 11
years at the U.S. General Accountability Office, where he was a senior evaluator, primarily focused
on labor and higher education issues;
WHEREAS, James Spaulding represented the OCFO’s ideal of a public servant who strives
every day to provide the highest standard of service to residents, businesses, visitors, and the
government of the District of Columbia by being Service Driven with a Strong Work Ethic;
Motivated and Mission Focused; Accountable; Respectful of his Customers and Co-Workers;
Trustworthy and Team -Focused; Empowered to Achieve Excellence; and Results Oriented, or
SMARTER; and
WHEREAS, James Spaulding will be remembered professionally with gratitude, by
countless colleagues who were better able to perform their jobs because of his commitment to
share his extensive knowledge in service to the District of Columbia; and

WHEREAS, James Spaulding gained the respect and admiration of members in the
legislative and executive branches of the District government as a professional who delivered high-
quality service to the residents of the District of Columbia for 23 years prior to his retirement in
2023.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “James Spaulding Ceremonial Recognition Resolution of 2025”.
Sec. 2. The Council recognizes and commends James Spaulding for his work in the OCFO
and for his distinguished service and valuable contributions he has made to the District of
Columbia.
Sec. 3. This resolution shall take effect immediately.
