A CEREMONIAL RESOLUTION
26-34
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
May 6, 2025
To recognize, honor, and celebrate the contributions of community leader and fearless public
servant Sylvan Altieri on the announcement of his retirement from the Metropolitan
Police Department.
WHEREAS, Sylvan Altieri was born in Pittsburgh, Pennsylvania;
WHEREAS, Sylvan Altieri began his public service career in the United States Army,
where he served from 1990 to 2000, achieving the rank of U.S. Army Sergeant;
WHEREAS, Sylvan Altieri moved to the District in 2000 and began his career with the
Metropolitan Police Department as a Patrol Officer in the First District;
WHEREAS, Sylvan Altieri was promoted to Investigator in 2002 with the First District
Focus Mission Team, where he worked undercover on several narcotics and intelligence
investigations;
WHEREAS, Sylvan Altieri received another promotion to Detective in 2005, where his
investigative work over the next nine years spanned many areas, which included general crimes
with the Seventh District, investigations of physical and sexual abuse of children with the Youth
and Family Services Division, investigations of civilian and sworn members with the Internal
Affairs Division, and investigations of financial fraud, identity theft, computer, and tech crimes
with the Financial and Cyber Crimes Unit;
WHEREAS, Sylvan Altieri was promoted again in 2014, this time to the rank of Sergeant
– first as a Patrol Sergeant in the Third District, and later as a Sergeant in the Internal Affairs
Division and a Detective Sergeant in the Financial and Cyber Crimes Unit;
WHEREAS, Sylvan Altieri continued to climb the ranks, with a promotion in January
2018 to Lieutenant, returning to the Third District with the Internal Affairs Division, where he
assumed responsibility for reviewing all serious Use of Force cases, supervising division agents,
and assisting in the investigative training of sexual harassment officers;

WHEREAS, Sylvan Altieri was promoted to Captain and assigned to the Sixth District in
June 2019, where he oversaw patrol operations in Sector 1, the Traffic Enforcement Unit, the
Field Training Officer program, and liaised with the Office of Unified Communications;
WHEREAS, Sylvan Altieri received yet another promotion to Inspector in May 2021,
and was placed in charge of the Sixth District Substation and later the Fifth District;
WHEREAS, Sylvan Altieri was promoted to Commander of the Fifth District in
December 2022 by then Police Chief Robert J. Contee;
WHEREAS, Sylvan Altieri was appointed to the rank of Assistant Chief of Patrol
Services North by Police Chief Pamela A. Smith in September 2024;
WHEREAS, Sylvan Altieri, over the course of his remarkable career, received several
awards and accolades from the Metropolitan Police Department, including three Achievement
Medals, a Unit Citation, Police Service Area Officer of the Year for the First District (2002),
Internal Affairs Bureau Employee of the Year (2012), and the 2021 Crime Reduction Award;
WHEREAS, the total violent crime for 2024 in the District was down 35% from 2023,
with Ward 5 experiencing the steepest declines in violent crime across the District, with a 39%
drop, under the leadership of Sylvan Altieri;
WHEREAS, Sylvan Altieri will retire with distinction from the Metropolitan Police
Department, with his wife Dawnita Altieri by his side, on May 3, 2025.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Sylvan Altieri Recognition Resolution of 2025”.
Sec. 2. The Council of the District of Columbia recognizes and celebrates Sylvan Altieri
for his unwavering dedication, leadership, and protection of the District of Columbia and its
community.
Sec. 3. This resolution shall take effect immediately.
