IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
May 6, 2025
To recognize and congratulate Julia P. Marshall on the occasion of her 100th Birthday.

WHEREAS, Ms. Julia P. Marshall was born on May 25, 1925;

WHEREAS, Ms. Marshall is the matriarch of the Parker family and the last surviving
child of Thomas C. and Caldonia Parker’s 13 children;

WHEREAS, Ms. Marshall has been a resident of the District of Columbia for over 60
years and currently resides in Ward 3;

WHEREAS, Ms. Marshall is a graduate of American University, as well as the American
Academy McAllister Institute of Funeral Service;

WHEREAS, Ms. Marshall worked for the federal government for 32 years;

WHEREAS, Ms. Marshall is a member of the John Wesley African Methodist Episcopal
Zion Church;

WHEREAS, Ms. Marshall and her late husband Harold Marshall founded Marshall’s
Funeral Homes in 1968 at 522 8th Street, SE, Washington, DC, before later relocating to 4217
Ninth Street, NW;

WHEREAS, the Marshalls owned Marshall’s Funeral Homes for 43 years before selling
the business to March Funeral Homes in 2010, forming Marshall-March Funeral Homes;

WHEREAS, Ms. Marshall served as Chief Executive Officer for Marshall’s Funeral
Homes, following her husband’s passing, from 2003 until 2010;

WHEREAS, the Marshall’s Funeral Home motto was “One High Standard of Service,” a
phrase that was Ms. Marshall’s life mantra;

WHEREAS, Ms. Marshall has been a long-term philanthropist supporting museums and
secondary educational institutions; and

WHEREAS, Ms. Marshall is a published author, writing about faith and its impact on her
life and career.

IT IS HEREBY RESOLVED, BY THE COUNCIL OF THE DISTRICT OF
COLUMBIA, That this resolution may be cited as the “Julia P. Marshall 100th Birthday
Recognition Resolution of 2025”.

Sec. 2. The Council of the District of Columbia recognizes, honors, and celebrates the
achievements of Ms. Julia P. Marshall on the occasion of her 100th Birthday.

Sec. 3. This resolution shall take effect immediately.
