A CEREMONIAL RESOLUTION

26-72

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

July 14, 2025

To recognize, honor, and celebrate the life of Dr. David W. Schwartzman for his decades-long
commitment to climate, economic, and social justice in the District of Columbia.

WHEREAS, Dr. David W. Schwartzman is a native of Brooklyn, New York who moved
to the District of Columbia in 1976, and;

WHEREAS, Dr. Schwartzman was a long-time resident of Ward 4 and an active and
engaged member of the Ward 4 community; and

WHEREAS, Dr. Schwartzman served as Professor Emeritus and formerly led the
Department of Biology at Howard University, where he mentored generations of students and
contributed to the advancement of scientific knowledge; and

WHEREAS, Dr. Schwartzman was a world-class climate and energy scientist whose
research and scholarship informed policy and activism aimed at creating a more sustainable and
equitable future; and

WHEREAS, Dr. Schwartzman was a tireless advocate for D.C. Statehood and devoted
many years to advancing democratic representation for District residents; and

WHEREAS, through his organizing and advocacy, Dr. Schwartzman significantly
advanced economic and social justice for District residents, particularly in the areas of affordable
housing, climate justice, access to childcare, and the expansion of the DC Earned Income Tax
Credit, and;

WHEREAS, Dr. Schwartzman was the D.C. Statehood Green Party’s nominee for
Councilmember At-Large Councilmember in both 2018 and 2022, running on a platform center
on environment protection, economic equity, and full statehood for the District of Columbia,
and;

WHEREAS, Dr. Schwartzman was a dedicated eco-socialist and lifelong activist for
human rights, peace, and justice, whose work left a lasting impact on the District of Columbia
and its people.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, T hat this
resolution may be cited as the “ David W. Schwartzman Memorial Recognition Resolution of
2025”.

Sec. 2. The Council of the District of Columbia recognizes, honors, and remembers and
the life of Dr. David W. Schwartzman.

Sec. 3. This resolution shall take effect immediately.
