A CEREMONIAL RESOLUTION

26-75

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

September 17, 2025

To honor and recognize Mustafa Tariq for his outstanding achievement of becoming an Emmy
Award–winning producer, receiving the Crime/Justice – Long Form Content award at the
67th Capital Emmy Awards for Decades: Antonio “Yo” Jones, which he produced, and
for his contributions to preserving the culture and history of the District of Columbia.
WHEREAS, Mustafa Tariq is a Washington, D.C.–based historian, Emmy Award–
winning producer, and founder of Decades Free Nostalgia, a creative platform that uplifts the
city’s cultural memory and community identity;
WHEREAS, as a producer for WHUT-TV, Howard University Television, Mustafa Tariq
has played a significant role in the station’s success;
WHEREAS, during the Emmy Awards ceremony, Mustafa Tariq delivered a moving
acceptance speech that reflected his deep commitment to telling authentic stories that resonate
with communities in Washington, D.C., and beyond;
WHEREAS, Mustafa Tariq’s work extends beyond broadcasting, as he is also the
founder of the Back Then When podcast and Decades Vintage Shop, through which he has
amplified nostalgic storytelling and elevated appreciation of the District’s history, culture, and
traditions;
WHEREAS, Mustafa Tariq has honored his late mother, Bayyinah Tariq, as the
inspiration behind DC Decades, sharing that there “would be no DC Decades” without her
influence;
WHEREAS, Mustafa Tariq emphasizes the importance of documenting “the real history
of D.C.,” particularly through narratives that are not commonly told, including the city’s journey
through gentrification and the challenges it faced during the 1980s and 1990s;

WHEREAS, Mustafa Tariq’s creative endeavors as owner of The TariqSphere Publishing
Company have further advanced historical storytelling, providing platforms for voices often
underrepresented in mainstream narratives;
WHEREAS, Mustafa Tariq’s Emmy win underscores his contributions to arts, culture,
and media in the District, while serving as an inspiration to fellow Washingtonians that the
stories of their communities have lasting power and value.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Mustafa Tariq Emmy Award Winning Recognition Resolution of
2025.”
Sec. 2. The Council of the District of Columbia recognizes and honors Mustafa Tariq for his
extraordinary achievements in media, storytelling, and cultural preservation. The Council
commends him for his Emmy Award recognition, applauds his ongoing work to share the history
of Washington, D.C., and congratulates him on this prestigious milestone.
Sec. 3. This resolution shall take effect immediately.
