A CEREMONIAL RESOLUTION
26-79
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
September 17, 2025
To remember, honor, and celebrate the life of Luis Eduardo Rumbaut.
WHEREAS, Mr. Luis Eduardo Rumbaut was born in Havana, Cuba, and chose
Washington, D.C. as his beloved permanent home in 1972, where he earned a J.D. from Antioch
Law School, and;
WHEREAS, while actively pursuing his law degree, Mr. Rumbaut began his career at
Ayuda, a newly formed organization, with a mission to provide legal, social and language access
services to low-income immigrants in the DC region, serving as one of its founding directors
until 1980, and;
WHEREAS, Mr. Rumbaut worked for 2 decades in the DC Office of Corporation
Counsel, from Senior Counsel to Director, Civil Branch, Enforcement Division, and;
WHEREAS, following his retirement from government service, he worked creatively as
the Director of the Latin American Folk Institute in DC, assuming a wide range of roles, and;
WHEREAS, in 2004, Mr. Rumbaut founded, edited, and wrote the editorial content for a
bilingual online newsletter, “La Alborada,” which garnered an international audience,
distributing 5 issues weekly for more than a dozen years that included curated political,
economic and cultural news from across Latin America, with a focus on Cuba, and;
WHEREAS, beginning in his college years, he created and performed in several bands,
playing chiefly Latin music with the tres (cubano) and occasionally the cuatro (puertorriqueño),
at regional events and locales, but most predominantly in the Adams Morgan and Columbia
Heights neighborhoods, and;

WHEREAS, decade after decade, he was recognized for his outstanding and selfless
service, promoting the welfare of the Spanish-speaking communities of DC, as well as Public
Service Awards for excellence in government service and individual superior achievements, and;
WHEREAS, Mr. Rumbaut left an indelible imprint and impact upon the Latino
communities of Washington, DC, and was a beloved father, brother and friend.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, T hat this
resolution may be cited as the “Luis Eduardo Rumbaut Recognition Resolution of 2025”.
Sec. 2. The Council of the District of Columbia recognizes, honors, and remembers the life
and contributions of Mr. Luis Eduardo Rumbaut.
Sec. 3. This resolution shall take effect immediately.
