A CEREMONIAL RESOLUTION
26-81
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
September 17, 2025
To honor Rohulamin Quander – affectionately known as “Rohul” by family and admirers – who
dedicated his life to public service, scholarship, and the preservation of African American
history.
WHEREAS, as a proud native of Washington, DC and alumnus of Howard University
(BA 1966, JD 1969), he served with distinction as a Senior Administrative Law Judge for the
District of Columbia;
WHEREAS, Judge Quander’s leadership on the bench reflected his sharp legal mind and
steadfast commitment to truth, establishing him as a pillar of the District’s judicial system;
WHEREAS, he founded the Quander Historical and Educational Society in 1985 to
document, preserve, and share the enduring legacy of the Quander Family, one of the oldest
African American family lines in the nation dating back to the 1670s;
WHEREAS, through his scholarship - including significant books such as “The
Quanders” and biographies of family members- he enriched community understanding of
heritage, resilience, and African American contributions to American life;
WHEREAS, he was instrumental in founding The League of Enslaved Mount Vernon
Descendants, ensuring that the stories of the lives of those held in bondage be remembered and
recorded;
WHEREAS, as a public lecturer, archivist, advisor, and licensed DC tour guide, he
deepened public knowledge and appreciation for African American contributions to our local and
national history;
WHEREAS, his family devotion - to his wife Carmen Torruella Quander, their 3
children, and a grandchild - mirrored the love, humility, and dedication he carried into all areas
of his life;

WHEREAS, his passing in August 2025 represents a profound loss to his family, the
District of Columbia, and all who benefitted from his guidance and follow in his footsteps.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Rohulamin “Rohul” Quander Memorial Recognition Resolution
of 2025”.
Sec. 2. The Council of the District of Columbia honors the life and legacy of Judge
Rohulamin Quander, express our deepest condolences to his family and loved ones, and offer
appreciation for his commitment to advancing the principles of historical preservation,
education, and public service.
Sec. 3. This resolution shall take effect immediately.
