26-82

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

September 17, 2025

To honor Warren Graves, a valued resident, longtime government administrator, and dedicated
public servant in the District of Columbia.
WHEREAS, Warren Graves passed on August 3, 2025, surrounded by loved ones and
family;
WHEREAS, Warren Graves was born in Opelika, Alabama, and his upbringing was
shaped by a community of African American instructors and leaders who instilled in him a
lifelong love of learning and service;
WHEREAS, Mr. Graves moved to Washington, DC after attending Tuskegee University
and serving honorably in the US Army, attending Howard University and joining the civil rights
movement;
WHEREAS, he began his career in public service in the 1974 campaign for Mayor Walter
E. Washington, the first elected Mayor of the District of Columbia during DC Home Rule;
WHEREAS, over his decades of public service, Mr. Graves held senior roles in the
administrations of Mayors Washington, Marion Barry, Sharon Pratt, Anthony Williams, Adrian
Fenty, and Vincent Gray;
WHEREAS, Mr. Graves was a valued resident of the District of Columbia, whose
presence enriched the lives of his family, friends, neighbors and all who had the privilege of
knowing him;
WHEREAS, throughout his life, Mr. Graves demonstrated a spirit of perseverance and
quiet strength, serving as a source of guidance and inspiration to everyone who knew him;
WHEREAS, Mr. Graves will be remembered for dedication to his community, his strong
sense of civic responsibility, and the kindness he extended to others;
WHEREAS Mr. Graves worked tirelessly for the betterment of the city he loved by
helping to shape policy, supporting labor relations, modernizing public schools, and mentoring
the next generation of leaders;

WHEREAS, Mr. Graves’ passing leaves a void in the lives of those who knew and loved
him, and his memory will always be held in deep affection and remembered in the halls of the
Wilson Building;
WHEREAS, we honor the life and legacy of Warren Graves by reaffirming commitment
to the values of justice, humility, service and compassion for a more inclusive, equitable and
caring Washington DC.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Warren Graves Memorial Recognition Resolution of 2025”.
Sec. 2. The Council of the District of Columbia honors and remembers the life of Warren
Graves, whose presence enriched the lives of his family, friends, neighbors, and all who had the
privilege of knowing him.
Sec. 3. This resolution shall take effect immediately.
