A CEREMONIAL RESOLUTION
26-89
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
October 7, 2025
To recognize and acknowledge the professional contributions of Regina Sullivan on the occasion
of her retirement from the Washington Metropolitan Area Transit Authority (WMATA).
WHEREAS, Ms. Sullivan has served as Senior Vice President for Government Relations
at WMATA for 15 years – the culminating position of a more than four-decade career;
WHEREAS, She led the WMATA staff’s 2018 regional effort to secure $500 million in
annual dedicated funding to address the neglected infrastructure within the Metrorail system;
WHEREAS, Ms. Sullivan played a key role in l aunching DMVMoves to secure future
regional funding and coordination for transit;
WHEREAS, She worked closely with the Metropolitan Washington Council of
Governments (MWCOG) to improve communication between WMATA’s Control Center and
local first responders;
WHEREAS, Ms. Sullivan was instrumental in achieving reauthorization of WMATA’s
federal Passenger Rail Investment and Improvement Act of 2008 (PRIIA) funding, providing $3
billion total in federal and state funding to support WMATA’s capital program and in securing
$2.6 billion in COVID-19 relief funding to sustain WMATA’s operations;
WHEREAS, prior to joining Metro, Ms. Sullivan served in the private, public , and non-
profit arenas, holding roles in the both the legislative and executive branch es, through serving on
the staff o f Senator George Mitchell and as a Presidential appointee in the Clinton -Gore
Administration as Director of Congressional Affairs at the U.S. Department of Transportation;
WHEREAS, Ms. Sullivan will retire from her position at WMATA on October 10, 2025;
and
WHEREAS, Ms. Sullivan has demonstrated a deep commitment to effective and efficient
public transportation in the District of Columbia and the Washington metropolitan region.

RESOLVED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the "Regina Sullivan Ceremonial Recognition Resolution of 2025”.
Sec. 2. The Council of the District of Columbia salutes Regina Sullivan for her diligent
efforts to support and improve the public transportation system in District of Columbia and the
region and commends her for 15 years of service at WMATA that have benefited District residents,
visitors, and businesses.
Sec. 3. This resolution shall take effect immediately.
