A CEREMONIAL RESOLUTION

26-94

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

October 7, 2025

To recognize and honor the life, accomplishments, and legacy of Lawrence Moten, a native
Washingtonian, Syracuse University basketball legend, NBA player, coach, and mentor,
for his contributions to athletics, youth development, and the community of the District of
Columbia.

WHEREAS, Lawrence Moten was born on March 25, 1972, in Washington, D.C., and
attended Archbishop Carroll High School, where he distinguished himself as a student-athlete;

WHEREAS, from 1991 to 1995, Mr. Moten starred as a guard at Syracuse University,
becoming the school’s all-time leading scorer with 2,334 points, a record that still stands, and
earning recognition as one of the most consistent and prolific scorers in Big East Conference
history;

WHEREAS, in the 1995 NBA Draft, Mr. Moten was selected in the second round by the
Vancouver Grizzlies, later playing for both the Grizzlies and the Washington Wizards, and
continuing his professional career in the Continental Basketball Association, the American
Basketball Association, and overseas;

WHEREAS, following his playing career, Mr. Moten dedicated himself to coaching and
mentoring young athletes, including service as an assistant coach at Gallaudet University and,
most recently, as general manager of basketball operations and youth development at Digital
Pioneers Academy, a public charter;

WHEREAS, Mr. Moten was widely respected not only for his excellence on the
basketball court, but also for his humility, kindness, and dedication to uplifting young people in
his hometown community;

WHEREAS, Mr. Moten passed away on September 30, 2025, at the age of 53, leaving
behind a legacy of athletic greatness and community service that continues to inspire.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Lawrence Moten Posthumous Recognition Resolution of 2025.”
Sec. 2. The Council of the District of Columbia recognizes and honors the life of
Lawrence Moten for his achievements in athletics, his commitment to mentoring youth, and his
enduring contributions to the District of Columbia as a role model, leader, and community
servant.
Sec. 3. This resolution shall take effect immediately.
