A CEREMONIAL RESOLUTION
26-96
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
October 27, 2025
To recognize and honor Dr. Dock Winston on the occasion of the conclusion of his term as
President of the Medical Society of the District of Columbia.
WHEREAS, Dr. Dock Winston completed his medical training at Rutgers University-New
Jersey Medical School , earned a Master of Public Health degree with a concentration in
community health from Harvard University, and holds a Master of Business Administration from
the Wharton School of the University of Pennsylvania;
WHEREAS, Dr. Winston is a urologist with the Mid-Atlantic Medical Group (MAPMG),
where he has practiced general urology with a special interest in reconstruction surgery, men’s
sexual health, and urological cancer survivorship since 2015;
WHEREAS, Dr. Winston introduced several cutting- edge procedures to the practice of
urology, including Rezum and UroLift, expanding treatment options for patients while reducing
recovery times and improving qualify of life;
WHEREAS, Dr. Winston developed and moderated the first Schwartz Rounds for
MAPMG, fostering open dialogue and a culture of compassion, resilience, and shared learning
among clinicians;
WHEREAS, Dr. Winston created and implemented the Live and Learn program, an
evolution of the traditional Morbidity and Mortality conference, broadening the scope to examine
the full spectrum of the physician experience, including professional growth, resilience, and future
of medical practice;
WHEREAS, Dr. Winston conceived and the led to the development of an online surgical
scheduling platform, introducing an asynchronous, patient -centered method for securing surgical
slots that streamlined workflows and enhanced patient convenience;
WHEREAS, Dr. Winston played a pivotal role in the implementation and growth of the
ambulatory robotic surgery program, advancing minimally invasive surgical care in the outpatient
setting and setting a new standard for efficiency and patient outcomes;

WHEREAS, in addition to his clinical responsibilities, Dr. Winston serves as the Assistant
Physician-in-Chief for Perioperative Services and Regional Chief of Vascular Surge ry with
MAPMG;
WHEREAS, Dr. Winston is a Ward 6 resident and has been a member of the Medical
Society of the District of Columbia (MSDC) since 2016, in addition to his memberships in the
American Urological Association and the World Professional Association for Transgender Health;
WHEREAS, Dr. Winston has been regularly featured as a trusted medical expert in national
and local media outlets, including NBC and AARP, on topics ranging from kidney stones to sexual
wellness, broadening public understanding of urological health;
WHEREAS, Dr. Winston has been honored multiple times as a Top Doctor by
Washingtonian magazine, underscoring peer recognition and sustained excellence in patient care;
WHEREAS, Dr. Winston has volunteered as a physician speaker on men’s health as part
of the MedStar Family Choice CommUNITY events;
WHEREAS, in 2019, Dr. Winston became a member of the MSDC Board of Directors ,
and was inaugurated as MSDC’s 157th President on November 1, 2024;
WHEREAS, in 2025, Dr. Winston guided MSDC to work with the Council and the District
government to navigate complex changes being proposed to the healthcare system;
WHEREAS, Dr. Winston participated with the DC Health Benefits Exchange on its Basic
Health Plan Advisory Council, providing invaluable expertise and guidance; and
WHEREAS, Dr. Winston concludes his term as President of MSDC on November 3, 2025,
a term defined by exemplary engagement, leadership, and guidance to the District’s medical
community in addition to the Council and the District government.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, T hat this
resolution may be cited as the “Dr. Dock Winston Recognition Resolution of 2025”.
Sec. 2. The Council of the District of Columbia recognizes and honors Dr. Dock Winston
on the occasion of the conclusion of his term as President of the Medical Society of the District of
Columbia.
Sec. 3. This resolution shall take effect immediately.
