26-97

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

October 7, 2025

To recognize the 15th anniversary of the William O. Lockridge Community Foundation.

WHEREAS, the William O. Lockridge Community Foundation (WOLCF). was founded
in honor of the late educator, civic leader and elected official, William Lockridge;

WHEREAS, the William O. Lockridge Community Foundation is committed to
empowering youth and closing the education gap in Washington, DC’s Wards 7 and 8;

WHEREAS, the William O. Lockridge Community Foundation provides scholarships
and mentoring, while exposing students to opportunities that expand their academic, cultural, and
professional horizons through international travel;

WHEREAS, the William O. Lockridge Community Foundation to date has awarded over
$500,000 in scholarships to high school graduating seniors in Wards 7 and 8;

WHEREAS, the William O. Lockridge Community Foundation has 5 major programs,
including the Emergency Financial Assistance Program, the International Ambassadors Program,
Scholarship Programs and the US Foreign Service Initiative, all of which possible in large part
because of partners and investors who support the WOLCF annual fundraiser, Dancing with the
Scholars;

WHEREAS, the William O. Lockridge Community Foundation through its International
Ambassador Program (IAP), has enabled scholars travel to Cameroon, Ghana, Benin,
Madagascar and Angola, gaining invaluable global perspectives and leadership skills that inspire
them to give back to their communities and pursue excellence; and

WHEREAS, the William O. Lockridge Community Foundation is celebrating its 15th
anniversary.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “William O. Lockridge Community Foundation 15th Anniversary
Recognition Resolution of 2025”.

Sec. 2. The Council of the District of Columbia thanks and congratulates the William O.
Lockridge Foundation for its 15 years of service, promoting access to higher education through
scholarships, emergency financial assistance and international travel.

Sec. 3. This resolution shall take effect immediately.
