A CEREMONIAL RESOLUTION

26-104

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

November 4, 2025

To honor and celebrate the life of Ms . Alberta Landra Paul, a fifth -generation Washingtonian,
dedicated public servant, educator, and community advocate, whose over 4 decades of
service to the District of Columbia left an indelible mark on the city and the residents she
loved.
WHEREAS, Ms. Paul was educated in the District of Columbia public schools,
graduating from McKinley Technology High School, and went on to earn a Batchelor of Science
degree in Education from Howard University and Master’s degree in Special Education from
Antioch College;
WHEREAS, Ms. Paul began her professional career at Control Data Corporation on N
Street NE, where she managed and pioneered computer manufacturing operations and led
workforce training programs that helped District residents gain critical technology and trade
skills;
WHEREAS, Her leadership helped establish one of the largest regional utility training
centers on Eckington Place, in partnership with Pepco, Verizon, Comcast, and Washington Gas,
providing literacy-to-employment pipelines that resulted in more than 130 full-time job
placements for D.C. residents;
WHEREAS, For nearly 2 decades, Ms. Paul served as a Communications Specialist in
the Infrastructure Program Management Administration (IPMA) at the District Department of
Transportation (DDOT), where she drafted technical responses, developed safety protocols, and
enhanced public communication across major infrastructure projects;
WHEREAS, Ms. Paul played a vital role in securing and implementing federal funding
for several September 11 Memorial Parks across the District, including one in Ward 7’s Penn
Branch community, where she remained an advocate for its upkeep and dignity for more than 14
years;

WHEREAS, Known as a mentor, innovator, and compassionate leader, Ms. Paul guided
countless engineers, colleagues, and residents through the complexities of District infrastructure
projects ensuring community engagement, safety, and transparency in government service;
WHEREAS, Ms. Paul was a devoted mother, grandmother, sister, and friend who
cherished her family deeply, particularly her son, James Roland Story, and grandson, Jamael
Story, and was known for her hospitality, passion for gardening, love of reading, and dedication
to her faith and community;
WHEREAS, Her 40 years of public service exemplified the highest ideals of commitment
to the people of the District of Columbia, especially her beloved Ward 7, where her professional
and personal legacies continue to inspire others; and
WHEREAS, The Council of the District of Columbia wishes to honor and remember Ms.
Alberta Landra Paul for her extraordinary service, lifelong dedication to her community, and
unwavering examples of grace, excellence, and public devotion.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Alberta Landra Paul Recognition Resolution of 2025.”
RESOLVED FURTHER, that this resolution shall be transmitted to the family of Alberta
Landra Paul as an expression of the Council’s profound respect and appreciation.
Sec.2. The Council of the District of Columbia recognizes, honors and celebrates the life
of Ms. Alberta Landra Paul, a fifth-generation Washingtonian, dedicated public servant,
educator, and community advocate, whose over 4 decades of service to the District of Columbia
left an indelible mark on the city and the residents she loved.
Sec. 3. This resolution shall take effect immediately.
