A CEREMONIAL RESOLUTION
26-111
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
December 2, 2025
To recognize and honor Dr. James Hurley for his years of service to the District of Columbia at
the Office of the Chief Financial Officer.
WHEREAS, Dr. James Hurley received his bachelor’s degree from Georgetown
University, his master’s degree from the University of Maryland, and his doctorate in Public
Administration from the George Washington University. In addition, Dr. Hurley taught financial
management courses for many years as an adjunct professor with the Graduate School of
Management, University of Maryland University College and has been an instructor for the
Certified Public Manager Program administered by the District of Columbia;
WHEREAS, Dr. Hurley joined the Office of the Chief Financial Officer (OCFO) in the
Office of Finance and Resource M anagement in October 2008 as an Agency Fiscal Officer and
continued to work for the OCFO until he retired from public service in 2024;
WHEREAS, the Council was a direct beneficiary of Dr. Hurley’s acumen and expertise, as
he served as the Council’s Agency Fiscal Officer for the bulk of his career in District government
– specifically from 2012 until his 2024 retirement;
WHEREAS, Dr. Hurley’s contributions to the District were not limited to his work as a
public servant; he provided leadership on several advisory committees and boards for nonprofit
community organizations. For example, Dr. Hurley has been an active member of the American
Society for Public Administration, which was founded in 1939 with a commitment to the
advancement of excellence in public service;
WHEREAS, Dr. Hurley has been a presenter at professional conferences sponsored by
such organizations as the Association for Budgeting and Financial Management, the Government
Finance Officers Association, and the American Society for Public Administration;
WHEREAS, Dr. Hurley has given of his time by serving on national committees and twice
as President of the Maryland Chapter of American Society for Public Administration . His record
shows that he values the chance to meet and interact with professionals from all levels of
government and to build national support for a strong public service;

WHEREAS, Dr. Hurley represents the OCFO’s ideal of a public servant who strives every
day to provide the highest standard of service to residents, businesses, visitors, and the government
of the District of Columbia by being s ervice driven with a S trong Work Ethic ; Motivated and
Mission Focused; Accountable; Respectful of his Customers and Co-Workers; Trustworthy and
Team-Focused; Empowered to Achieve Excellence; and Results Oriented, or SMARTER; and
WHEREAS, Dr. Hurley will be remembered, with gratitude, by countless colleagues who
were better able to perform their jobs because of his commitment to share his extensive knowledge.
In addition, during his years of public service, Dr. Hurley gained the respect and admiration of
both the Legislative and E xecutive branches of the District government as a professional who
delivered high-quality service to the residents of the District of Columbia.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Dr. James Hurley Ceremonial Recognition Resolution of 2025”.
Sec. 2. The Council honors and expresses its gratitude to Dr. James Hurley for his
distinguished service and the valuable contributions he has made to the District, and more
specifically to the Council of the District of Columbia.
Sec. 3. This resolution shall take effect immediately.
