A CEREMONIAL RESOLUTION

26-112

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

December 2, 2025

To acknowledge and honor the bravery of Specialist Sarah Beckstrom, United States Army, and
Staff Sergeant Andrew Wolfe, United States Air Force -- members of the West Virginia
National Guard -- and to mourn the untimely passing of Specialist Beckstrom as a result
of injuries sustained during the discharge of her duties in the District of Columbia.

WHEREAS, Specialist (Spc.) Sarah Beckstrom was a native of Webster Springs, West
Virginia, who entered military service on June 26, 2023. She was assigned to the 863 rd Military
Police Company, the 111th Engineer Brigade, West Virginia Army National Guard;

WHEREAS, Staff Sergeant ( SSgt.) Andrew Wolfe is a native of Martinsburg, West
Virginia, who entered military service on February 5, 2019. He is assigned to the Force Support
Squadron, 167th Airlift Wing, West Virginia Air National Guard;

WHEREAS, both Spc. Beckstrom and S Sgt. Wolfe were first deployed to the District of
Columbia in August 2025;

WHEREAS, on November 26, 2025, Spc. Beckstrom and S Sgt. Wolfe were brazenly
attacked while on duty near the Farragut West Metro Station at 17 th and I Streets, NW, with each
sustaining multiple gunshot wounds before the assailant was subdued by fellow National Guard
members and other law enforcement agents;

WHEREAS, at the time of this writing , S Sgt. Wolfe remains in critical condition at a
District hospital, while sadly, on the evening of November 27, 2025 – Thanksgiving Day – Spc.
Beckstrom succumbed to her injuries and passed away at the age of 20;

WHEREAS, an outpouring of support and acknowledgement for the devotion and bravery
exhibited by Spc. Beckstrom and SSgt. Wolfe has been received from across the nation in response
to this tragedy; and

WHEREAS, i t is detestable that these National Guard members were targeted for
assassination, and tragic that lives so young have been permanently altered and taken away.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “ Spc. Sarah Beckstrom and S Sgt. Andrew Wolfe Ceremonial
Recognition Resolution of 2025”.
Sec. 2. The Council acknowledges and commends Spc. Beckstrom and Spc. Wolfe for their
dedication to serving their country through their enlistment in the West Virginia Army National
Guard and West Virginia Air Force National Guard, respectivel y. The Council also honors the
bravery that each servicemember exhibited during this tragic situation and mourns the untimely
passing of Spc. Beckstrom as a result of injuries sustained during the discharge of her duties.
Sec. 3. This resolution shall take effect immediately.
