A CEREMONIAL RESOLUTION
26-122
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
January 6, 2026
To honor and recognize the life, service, and legacy of Gaby La’Dine Fraser for her extraordinary
commitment to social justice, labor advocacy, women’s rights, and civic engagement in the
District of Columbia.
WHEREAS, Gaby La’Dine Fraser passed away on January 2, 2026, leaving behind a
profound legacy of advocacy, leadership, and service to the residents of the District of Columbia;
WHEREAS, Gaby La’Dine Fraser served for more than a decade as the Equal
Employment Opportunity and Union Advocate Officer for the National Association of Special
Police and Security Officers, where she tirelessly defended workers’ rights, fairness in
employment, and dignity in the workplace;
WHEREAS, Gaby La’Dine Fraser served as President of the Metropolitan Women’s
Democratic Club, where she was a passionate champion for social justice, education, and
women’s rights, inspiring civic participation and community leadership consistent with the
legacy of the Club’s founder Ethel L. Payne, the First Lady of the Black Press;
WHEREAS, Gaby La’Dine Fraser dedicated herself to amplifying the voices of parents
and families through her work with Parents Amplifying Voices in Education (PAVE),
advocating for equitable and inclusive educational opportunities for District students;
WHEREAS, Gaby La’Dine Fraser served the Democratic Party and the residents of Ward
7 as Corresponding Secretary of the Ward 7 Democrats, strengthening grassroots organizing and
civic engagement across the community;
WHEREAS, Gaby La’Dine Fraser played a meaningful role in District politics as a
campaign organizer for several members of the Council of the District of Columbia, including
the Honorable Kenyan McDuffie and the Honorable Vincent Orange, Sr., and was a steadfast
supporter of Mayor Muriel Bowser;

WHEREAS, Gaby La’Dine Fraser was widely respected as a mentor, advocate, and
friend whose compassion, integrity, and unwavering commitment to justice positively impacted
countless individuals throughout the District; and
WHEREAS, Gaby La’Dine Fraser is remembered as a devoted mother, grandmother,
aunt, sister, and friend, whose spirit of service and love for community will continue to guide
and inspire those who knew her and benefited from her work.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Gaby La’Dine Fraser Recognition Resolution of 2026.”
RESOLVED FURTHER, That this resolution shall be transmitted to the family of Gaby
La’Dine Fraser as an expression of the Council’s profound respect and appreciation.
Sec.2. The Council of the District of Columbia recognizes, honors and celebrates the life
of Gaby La’Dine Fraser for her extraordinary commitment to social justice, labor advocacy,
women’s right, and civic engagement in the District of Columbia.
Sec. 3. This resolution shall take effect immediately.
