A CEREMONIAL RESOLUTION

26-123

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

January 20, 2026

To celebrate the ceremony of the District of Columbia’s famous groundhog weatherman and
political prognostician, Potomac Phil, as he delivers his highly anticipated annual forecast
on February 2, 2026, and to declare that date “D.C. Groundhog Day.”

WHEREAS, On February 2, 2026, residents and visitors of the District of Columbia will
emerge to be educated on the American folklore tradition of Groundhog Day by Dupont Festival;

WHEREAS, on that morning, District residents will be reminded that if Potomac Phil
emerges from his burrow and sees his shadow due to clear weather, he will retreat to his den and
winter will persist for 6 more weeks and if he does not see his shadow because of cloudiness,
spring will arrive early;

WHEREAS, District residents and visitors will be enlightened with the knowledge of
Potomac Phil’s uncanny power of weather and political predictions; and

WHEREAS, Potomac Phil will elucidate the seasonal forecast for hundreds of individuals
in and around Dupont Circle during the morning of February 2, 2026.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “D.C. Groundhog Day Recognition Resolution of 2026”.

Sec. 2. The Council of the District of Columbia hereby declares February 2, 2026, as
“D.C. Groundhog Day” in the Nation’s Capital and celebrates the District of Columbia’s famous
groundhog weatherman and political prognostician, Potomac Phil, as he delivers his
highly anticipated annual forecast on February 2, 2026.

Sec. 3. This resolution shall take effect immediately.
