A CEREMONIAL RESOLUTION
26-136
IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
March 3, 2026
To recognize Dr. Janice M. Davis as she retires from Howard University School of Social Work
after nearly thirty years of leadership, mentorship, and teaching in the field of social
work.
WHEREAS, Dr. Janice M. Davis, Ph.D., MSW, LCSW-C, has devoted nearly 3 decades
of exemplary service to the Howard University School of Social Work, advancing academic
excellence, social justice, and professional integrity consistent with the values of the District of
Columbia; and
WHEREAS, as a proud alumna of Howard University, Dr. Davis has demonstrated
unwavering dedication to the institution and to the District of Columbia by serving as an
educator, administrator, mentor, and leader since 1999; and
WHEREAS, Dr. Davis has served with distinction as Director of Clinical Education since
2011 and as a leader within the Office of Agency-Based Education, ensuring rigorous, ethical,
and culturally responsive education for social work students; and
WHEREAS, through her leadership, mentorship, and stewardship of the profession, Dr.
Davis has prepared thousands of Howard-trained social workers whose service spans the District
of Columbia, the nation, and the world, serving residents in public, nonprofit, healthcare, and
educational settings; and
WHEREAS, her teaching and scholarship in human behavior, the social environment,
substance use and abuse, social determinants of health, and the educational journeys of first-
generation and non-traditional students have strengthened the social work profession; and
WHEREAS, Dr. Davis brings over 30 years of clinical social work experience across
schools, medical settings, substance use treatment programs, and private practice, modeling
professional excellence and service; and

WHEREAS, outside of her work, Dr. Davis is a devoted wife to Craytonia Davis and a
loving mother to their sons, Royce Davis and the late Miles Davis;
WHEREAS, her favorite color, orange, reflects her vibrant, optimistic, and uplifting
spirit, embodying a nurturing and loving presence that embraces everyone she meets;
WHEREAS, in celebration of Social Work Month, the Council of the District of
Columbia recognizes the vital contributions of social workers and seeks to honor those who
exemplify the highest standards of service and advocacy.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the "Dr. Janice M. Davis Recognition Resolution of 2026".
Sec 2. The Council of the District of Columbia recognizes and honors Dr. Janice M.
Davis for her lasting legacy as one carried forward by the thousands of social workers she has
prepared to serve communities around the world, and extends its gratitude and best wishes to Dr.
Davis on the occasion of her well-earned retirement.
Sec. 3. This resolution shall take effect immediately.
