_________________________ 1 Councilmember Janeese Lewis George 2 3 4 A CEREMONIAL RESOLUTION 5 6 _________________________ 7 8 9 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 10 11 _________________________ 12 13 14 To honor and recognize Raven L. Hill for her leadership and service as President of Alpha Kappa 15 Alpha Sorority, Incorporated, Xi Omega Chapter in Washington D.C. 16 17 WHEREAS, Raven L. Hill is the Centennial President of Alpha Kappa Alpha Sorority, Inc., 18 Xi Omega Chapter and has been a dedicated member of the chapter for 16 years; 19 WHEREAS, Ms. Hill has served Xi Omega in numerous leadership roles, including First 20 Vice President, Recording Secretary, Ivy Newsletter Editor, and Elections Chairman; 21 WHEREAS, she is a three-time North Atlantic Region President of the Year, a two-time 22 recipient of the Xi Omega Chapter Officer of the Year Award, and led Xi Omega to back-to-back 23 honors as North Atlantic Region Chapter of the Year; 24 WHEREAS, during her four-year term as the chapter’s 38th President, Ms. Hill 25 demonstrated transformational leadership while managing the operations of one of the sorority’s 26 largest, multigenerational chapters; 27 WHEREAS, she simultaneously served as President of the Pearl and Ivy Educational 28 Foundation (PIEF), a $1 million foundation, ensuring continued support for educational and 29 community initiatives; 30

WHEREAS, the membership of Xi Omega Chapter rose from 500 to more than 700 during 31 her administration; 32 WHEREAS, Ms. Hill prioritized awarding a minimum of $100,000 in annual scholarship 33 awards; 34 WHEREAS, under her leadership theme, “The X-Factor: Exceptional Sisterhood, 35 Exemplary Service,” she encouraged members to deepen their engagement and uphold the values of 36 service and sisterhood; 37 WHEREAS, Ms. Hill has contributed to Alpha Kappa Alpha Sorority at the regional and 38 international levels, including service on the Ivy Historical Commission, having been appointed by 39 International President Danette Anthony Reed, and the Editorial Advisory Committee for the 40 sorority’s ninth history book, Monumental PEARLS; 41 WHEREAS, she was appointed to the North Atlantic Region Communications Committee 42 by North Atlantic Regional Director Elicia Pegues Spearman, further supporting the sorority’s 43 mission and outreach; 44 WHEREAS, a native of Chicago, Illinois, Ms. Hill was initiated 28 years ago at Gamma 45 Chapter at the University of Illinois and has remained committed to lifelong service; and 46 WHEREAS, professionally, she serves as Senior Executive Director of Communications 47 for the Maryland State Department of Education, where she continues to advance public service 48 and community impact. 49 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this 50 resolution may be cited as the “Raven L. Hill and Alpha Kappa Alpha Xi Omega Chapter 51 Recognition Resolution of 2026”. 52

Sec. 2. The Council of the District of Columbia honors and recognizes Raven L. Hill for her 53 outstanding leadership, service, and contributions, and commends the Alpha Kappa Alpha Sorority, 54 Inc., Xi Omega Chapter for its continued impact, growth, and service to the District of Columbia 55 community. 56 Sec. 3. This resolution shall take effect immediately. 57
