A CEREMONIAL RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To recognize, honor, and express gratitude to Diji Omisore for his years of service to the District
of Columbia on the occasion of his retirement from the Office of the Chief Financial
Officer.
WHEREAS, Diji Omisore is a Certified Public Accountant and a Chartered Global
Management Accountant. Mr. Omisore holds a Bachelor’s Degree in Accounting from Towson
University in Towson, Maryland, from which he graduated magna cum laude;
WHEREAS, Prior to joining the District of Columbia government, Mr. Omisore managed
the tax, accounting, and auditing practice of Linwood Jennings and Associates, PA, a Maryland-
Certified Public Accounting firm specializing in small- and medium-sized businesses;
WHEREAS, Mr. Omisore was first employed by the District of Columbia government as
a Group Accountant in the Office of the Chief Financial Officer’s Office of Financial Operations
and Systems (“OFOS”) in June 2001. In September 2005, he was promoted to the position of
Financial Reporting and Policy Manager. In that position, he oversaw the compilation of sections
of the District’s Annual Comprehensive Financial Report (“ACFR”) related to capital projects
expenditures, construction in progress, and capital assets; developed strategies for implementing
new accounting standards; and provided guidance to agencies on technical accounting and
financial reporting issues;
WHEREAS, From 2008 to 2014, Mr. Omisore served as the Director for Financial
Control and Reporting Division within OFOS. In that capacity, he managed the following
functions: compilation of the ACFR in accordance with Generally Accepted Accounting
Principles; implementation of newly-issued accounting and financial reporting standards; and
provision of professional advisory services to District agencies on the proper application of
accounting principles. He also researched and wrote position papers on the proper accounting
treatment of new or unusual business events; oversaw remediation of internal control
deficiencies noted in the ACFR; and provided accounting systems training to District employees;
WHEREAS, Mr. Omisore is the Deputy Controller for the District of Columbia. During
his tenure, he has ensured that the District’s general ledger was properly maintained, the ACFR
was issued timely and accurately each year, payrolls were processed timely and in compliance
with applicable laws and regulations, and retirement-related services were provided efficiently;
WHEREAS, Mr. Omisore represents the Office of the Chief Financial Officer’s ideal of a
public servant who strives every day to provide the highest standard of service to residents,
businesses, visitors, and the government of the District of Columbia by being Service Driven
with a Strong Work Ethic; Motivated and Mission Focused; Accountable; Respectful of his
Customers and Co-Workers; Trustworthy and Team-Focused; Empowered to Achieve
Excellence; and Results Oriented, or SMARTER; and
WHEREAS, Mr. Omisore will be remembered, with gratitude, by countless colleagues
who were better able to perform their jobs because of his commitment to share his extensive
knowledge in service to the District of Columbia. Mr. Omisore gained the respect and admiration
of his colleagues and clients as a professional who delivered high-quality service to the residents
of the District of Columbia for over 24 years.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Diji Omisore Ceremonial Recognition Resolution of 2026”.
Sec. 2. The Council honors Diji Omisore on the occasion of his retirement from the
OCFO and for his distinguished service and the valuable contributions he has made to the
District of Columbia government.
Sec. 3. This resolution shall take effect immediately.
