To acknowledge and express gratitude to David C. Tseng for his years of service to the District 14
of Columbia on the occasion of his retirement from public service. 15
16
WHEREAS, David C. Tseng received a bachelor’s degree, with honors, from Columbia 17
University in English Literature and a Juris Doctor from the University of California at Los 18
Angeles; 19

WHEREAS, Mr. Tseng was appointed General Counsel for the Office of the Chief 21
Financial Officer (OCFO) in July of 2007 and served under four Chief Financial Officers (CFO). 22
Mr. Tseng served as the principal legal advisor to the CFO, directing the legal resources of the 23
OCFO with respect to federal and District appropriations, public finance, contracting and 24
procurement, tax accounting, and economic development. Mr. Tseng also represented the CFO in 25
other legal matters in which the CFO was a party or had a legal interest, supervised and managed 26
outside counsel in all legal matters, and ensured the legal sufficiency of the OCFO's programs and 27
policies; 28
WHEREAS, Prior to his current position, Mr. Tseng served as the OCFO’s Associate 29
General Counsel for Legislative Affair s from 2006 to 2007, and Deputy Associate General 30
Counsel for the Office of Tax and Revenue from 2004 to 2006 . Before joining the District of 31
Columbia government, Mr. Tseng was a White House Senior Policy Advisor and Staff Director 32
for the National Economic Council under President Bill Clinton from 2000 to 2001. He also served 33
as Chief Assistant Treasurer for the City and County of San Francisco from 1998 to 2000 . Mr. 34
Tseng worked as a Special Assistant to the Assistant Secretary of Labor for Pension and Welfare 35
Benefits at the U.S. Department of Labor from 1993 to 1998; 36

WHEREAS, Mr. Tseng represents the OCFO’s ideal of a public servant who strives every 38
day to provide the highest standard of service to residents, businesses, visitors, and the government 39
of the District of Columbia by being Service Driven with a Strong Work Ethic ; Motivated and 40
Mission Focused; Accountable; Respectful of h is Customers and Co -Workers; Trustworthy and 41
Team-Focused; Empowered to Achieve Excellence; and Results Oriented, or SMARTER; and 42

WHEREAS, Mr. Tseng will be remembered, with gratitude, by countless colleagues who 44
were better able to perform their jobs because of his willingness to share his extensive knowledge 45
in service to the District of Columbia. Mr. Tseng is a lawyer who exemplifies the highest ideals of 46
the legal profession , and one who does, and has done, good work worth doing . Mr. Tseng also 47
gained the respect and admiration of members of the Legislative and Executive branches of the 48
District government as a professional who deliver ed high-quality service to the residents of the 49
District of Columbia for 22 years. 50

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 52
resolution may be cited as the “David C. Tseng Ceremonial Recognition Resolution of 2026”. 53

Sec. 2. The Council honors Mr. Tseng on the occasion of his retirement from the OCFO 55
for his distinguished service and the valuable contributions he has made to the District of 56
Columbia. 57

Sec. 3. This resolution shall take effect immediately. 59
