IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To recognize, honor, and celebrate Wendy Glenn for her decades of dedicated public 1
service, steadfast leadership, and extraordinary commitment to the residents of Ward 8 and the 2
District of Columbia. 3

WHEREAS, Wendy Glenn is a dedicated civil servant and community engagement 5
leader, who has devoted her life and career to serving residents of the District of Columbia, 6
particularly the Ward 8 community; 7

WHEREAS, Wendy Glenn relocated to Washington, D.C. from Philadelphia, 9
Pennsylvania in February 1996 as a single mother of two sons and made a lasting commitment to 10
Ward 8, where she has become a trusted advocate, connector, and public servant; 11

WHEREAS, Wendy Glenn has built an extraordinary career spanning more than four 13
decades in federal and District government service, as well as community-based leadership, 14
demonstrating an unwavering belief in improving systems from within so they better serve the 15
people they are intended to help; 16

WHEREAS, Wendy Glenn served the residents of Ward 8 as Director of Constituent 18
Services in the Council of the District of Columbia, where she provided direct constituent 19
assistance, built strategic relationships with community stakeholders, organized outreach, and 20
represented the Councilmember Trayon White on issues of importance to Ward 8; 21

WHEREAS, Wendy Glenn has also served the District through the Department of Parks 23
and Recreation, the Department of Employment Services, and other public-facing roles that 24
reflect her longstanding devotion to youth development, recreation, employment services, and 25
responsive government; 26

WHEREAS, Wendy Glenn has extended her impact through community leadership 28
beyond her formal government service, including serving on the Board of Directors of Freshwind 29

CDC and using her social influence to connect residents to information, resources, and civic life 30
across the District of Columbia; 31

WHEREAS, Wendy Glenn’s leadership, relationship-building, and deep commitment to 33
community service have earned her recognition including Site Manager of the Year for 2014–34
2015, the Kick the Violence Philanthropy Award in August 2017, and the United Planning 35
Organization Partner of the Year Award in 2026; 36

WHEREAS, Wendy Glenn’s life story reflects resilience, determination, and a profound 38
commitment to uplifting others, and her service has made a meaningful difference in the lives of 39
countless residents, families, and neighborhoods throughout Ward 8 and the District; and 40

WHEREAS, the Council of the District of Columbia recognizes Wendy Glenn’s 42
leadership, advocacy, and hands-on service. Wendy Glenn has helped improve the lives of 43
residents across Ward 8 and has become a trusted and respected presence in the community; 44

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this 46
resolution may be cited as the “Wendy Glenn Ceremonial Recognition Resolution of 2026”. 47

Sec. 2. The Council of the District of Columbia proudly recognizes Wendy Glenn for her 49
enduring commitment to community engagement, her advocacy for Ward 8 families, and her 50
lasting impact on the civic life of the District of Columbia. 51
