To recognize and celebrate Ms. Ruby L. Powell on the occasion of her 100th birthday. 14

WHEREAS, Ms. Ruby L. Powell was born on September 6, 1926 in Atlanta, Georgia; 16

WHEREAS, in 1945, Ms. Powell moved to the District of Columbia where she first resided 18
in Ward 1; 19
WHEREAS, in 1948, she and her Uncle George opened a dry -cleaning business on 22 nd 20
Street NW in Georgetown. Their business also included a shoe repair shop, laundry, and barber 21
shop, all of which served the local community; 22
WHEREAS, she married David A. Powell in 1949, and they shared a loving marriage until 23
his passing in 2002; 24
WHEREAS, since 1950, Ms. Powell has proudly called Ward 4 home and has resided on 25
Second Street NW; 26
WHEREAS, Ms. Powell retired in 1982 after 30 years of dedicated service with C&P 27
Telephone Company; 28
WHEREAS, in her younger years, Ms. Powell was an avid tennis player, and she remains 29
an enthusiastic card player who enjoys a spirited game of bid whist; and 30
WHEREAS, Ms. Powell is a faithful member of Turner Memorial AME Church, where 31
she has maintained her membership for approximately 80 years. She continues to participate in 32
Bible study and attends worship services whenever she is able. 33
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 34
resolution may be cited as the “Ruby L. Powell 100th Birthday Ceremonial Recognition 35
Resolution of 2026”. 36

Sec. 2. The Council joins the family and friends of Ms. Ruby L. Powell in wishing her a 38
happy 100th birthday on September 6, 2026, celebrating and acknowledging this milestone and 39

the robust legacy she has created, and showing appreciation for her commitment to and love of 40
the District of Columbia. 41

Sec. 3. This resolution shall take effect immediately. 43
