142; D.C. Official Code § 1-523.01 ), and pursuant to section 3043 of the Fatality Review Committee
Amendment Act of 2018, effective October 30, 2018 (D.C. Law 22-168; D.C. Official Code § 5-
1431.02), I am pleased to nominate the following individual:

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To confirm the reappointment of Dr. Erica Richards to the Violence Fatality Review Committee.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the "Violence Fatality Review Committee Dr. Erica Richards
Confirmation Resolution of 2025".
Sec. 2. The Council of the District of Columbia confirms the reappointment of:
Dr. Erica Richards
Iris Street, NW
Washington, DC 20012
(Ward 4)
as a representative of a hospital located in the District of Columbia member of the Violence
Fatality Review Committee, established by section 3042 of the Fatality Review Committee
Amendment Act of 2018, effective October 30, 2018 (D.C. Law 22-168; D.C. Official Code§ 5-
1431.01), for a term to end October 12, 2027.
Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
upon its adoption, to the nominee and to the Office of the Mayor.
Sec. 4. This resolution shall take effect immediately.

Erica Richards, M.D., Ph.D.

Dr. Erica Richards is a board -certified adult psychiatrist. She is
currently the chair and medical director of the Department of Psychiatry
and Behavioral Health at Sibley Memorial Hospital, as well as an
assistant professor in the Department of Psychiatry and Behavioral
Sciences at the Johns Hopkins University School of Medicine. Dr.
Richards is board certified in psychiatry by the American Board of
Psychiatry and Neurology.
Dr. Richards is a member of the American Society of Clinical
Psychopharmacology and the American Psychiatric Association. She
previously served as the founder and instructor for the Research
Assistant Clinical Training Workshop, a National Institute of Mental Health representative for the
National Institutes of Health Clinical Fellows Committee , and a board member for the National
Institute of Mental Health Fellows Committee.
Dr. Richards has earned the Top Poster Award for Clinical Research by the Society of Biological
Psychiatry; a Travel Award by the American College of Neuropsychopharmacology, a Young
Investigator Award by the Career Development Institute for Bipolar Disorder, a New Investigator
Award for the American Society of Clinical Psychopharmacology, as well as several other
distinctions during her years of study.
Dr. Richards has contributed to numerous publications with her research interests on investigating
the role of inflammation in the pathophysiology of mood disorders, identifying potential
biomarkers of depression and treatment response, and elucidating the mechanism of action of
ketamine's antidepressant effects. The National Institutes of Health and the American Heart
Association have both provided funding for her research on the effects of heart attack and stroke
on the brain, specifically on mitochondrial function following ischemia. She has authored over 30
peer-reviewed research publications in the fields of neuroscience and psychiatry research.
A Ward 4 resident, Dr. Richards earned her Bachelor of Science in Biology from Spelman College
and both her PhD in Neuroscience and her Doctor of Medicine from University of Maryland.
