A RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

February 4, 2025

To declare the existence of an emergency with respect to the need to approve Contract No.
CW122630 with Patriot Harley Davidson, and to authorize payment for the goods and
services received and to be received under the contract.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Contract No. CW122630 with Patriot Harley Davidson Approval
and Payment Authorization Emergency Declaration Resolution of 2025”.

Sec. 2. (a) There exists an immediate need to approve Contract No. CW122630 with
Patriot Harley Davidson, and to authorize payment for the goods and services received and to be
received under the contract.
(b) On December 11, 2024, the Office of Contracting and Procurement (“OCP”), on
behalf of the Metropolitan Police Department, executed emergency Contract No. CW122630
with Patriot Harley Davidson to purchase a minimum of 30 and a maximum of 35 police
motorcycles with side cars in the not-to-exceed amount of $1,686,086.89.
(c) Under section 451(b)(1) of the District of Columbia Home Rule Act, approved
December 24, 1973 (87 Stat. 803; D.C. Official Code § 1-204.51(b)(1)), Council approval is
necessary because the value of the contract is more than $1 million during a 12-month period.
(d) Emergency legislation is necessary to allow for the provision of these vital goods and
services. Without Council approval, Patriot Harley Davidson cannot be paid for goods and
services provided in excess of $1 million for the period from December 11, 2024, through
December 10, 2025.

Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
emergency circumstances making it necessary that the Contract No. CW122630 with Patriot
Harley Davidson Approval and Payment Authorization Emergency Act of 2025 be adopted after
a single reading.

Sec. 4. This resolution shall take effect immediately.
