15 To confirm the appointment of Walter "Heru" Peacock to the Commission on Nightlife and
16 Culture.

18 RESOLVED , BY THE COUNCIL OF THE DISTRICT OF COLUMBIA , That this
19 resolution may be cited as the "Commission on Nightlife and Culture Walter "Heru" Peacock
20 Confirmation Resolution of 2025".
21 Sec. 2. The Council of the District of Columbia confirms the appointment of:

28 as the District-based musician or producer working in the music industry member of the
29 Commission on Nightlife and Culture, established by D.C. Official Code § 3-664, filling a vacant
30 seat formerly held by Anwan Glover, for the remainder of an unexpired term to end March 15,
31 2025, and for a subsequent term to end March 15, 2028.
32 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
33 upon its adoption, to the nominee and to the Office of the Mayor.
34 Sec. 4. This resolution shall take effect immediately.

Walter “Heru” Peacock
Mr. Walter “Heru” Peacock is a professional violinist and guitarist from
Southeast DC who runs his own music business, Mozart Noir Music
Group LLC. He is a Howard alum and Brother of Howard University’s
Bloody Xi Chapter of Kappa Alpha Psi Fraternity, Inc. , as well as the
Washington, DC Alumni Chapter of the fraternity. He has played the
violin for over 20 years and trained professionally in California as a
Yehudi Menuhin Scholar before returning to DC and has performed
classical music on numerous international tours in countries such as Italy,
Spain, and Canada.
Growing up as a Black violinist , he recognized the importance of
representation and began performing Black music on the violin
incorporating a fusion of classical music with genres such as Hip- Hop, R&B, Go Go, Rock, and
more. He also performs on both the violin and guitar with the band N2L and has made numerous
appearances with the “Don’t Mute D.C.” movement.
He believes it is important to show people someone that looks like them doing something positive
in a digestible manner, which is one of the many reasons why he enjoys performing hip hop music
on his violin. His goal to improve the community goes deeper than just music : he was elected as
the Chairman for Mayor Bowser’s Commission on Out of School Time Grants and Youth
Outcomes and also elected as a Democratic National Convention Delegate representing Joe Biden
in the 2024 presidential election.
A Ward 7 resident, Mr. Peacock earned his Bachelor of Science in Political Science and Computer
Science from Howard University.
