To confirm the appointment of El Hadji Beye to the Commission on African Affairs.
RESOLVED , BY THE COUNCIL OF THE DISTRICT OF COLUMBIA , That this
resolution may be cited as the "Commission on African Affairs El Hadji Beye Confirmation
Resolution of 2025".
Sec. 2. The Council of the District of Columbia confirms the appointment of:

El Hadji Beye
Mr. El Hadji Beye supports firms struggling to meet their net-zero goals
and impact nature-based CO2 offsetting projects . His goal is to bridge
the gap in funding by pairing projects with latent capital. By reaching
out to corporate philanthropy, M ultilateral Development Banks, and
climate finance to route this blended finance approach towards relevant
climate adaptation projects in Africa, which catalyzes decarbonization
as a rural development engine.
Supported by 25 years of global project management, monitoring,
tracking, reporting, and engineering with projects up to half a billion
dollars in over 21 countries, Mr. Beye has leveraged his technical
acumen and passion for better outcomes to deliver for his clients. His core competencies include
partner identification, due diligence, relationship building, cost control, data validation, funding,
legal, cost analysis, design, risk analysis, value engineering, bidding, mobilization, and
commissioning.
Mr. Beye also bridge s the gap between entities looking to remotely acquire real estate in West
Africa and services required to close the deal. Whether an NGO planning to build a school or clinic
abroad, an entity looking for agricultural land overseas, or an immigrant with a burning desire to
go back home, he aims to provide logistical support to determine the attractiveness of markets and
site options available.
A Ward 4 resident, Mr. Beye earned his Associate of Science in Civil Engineering from Cheikh
Anta Diop de Dakar University, his Bachelor of Science in Civil Engineering Technology from
Southern Polytechnic State University, and his Master of Business Administration from
Northcentral University.
