IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

March 4, 2025

To declare the existence of an emergency with respect to the need to approve Modification Nos.
M02, M03, M04, and M05 to Contract No. DCAM-24-NC-RFP-0003A with Jerome L.
Taylor Trucking, Inc. to provide waste collection and disposal services, and to authorize
payment for the goods and services received and to be received under the contract.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Modification Nos. M02, M03, M04, and M05 to Contract No.
DCAM-24-NC-RFP-0003A with Jerome L. Taylor Trucking, Inc. Approval and Payment
Authorization Emergency Declaration Resolution of 2025”.

Sec. 2. (a) There exists an immediate need to approve Modification Nos. M02, M03,
M04, and M05 to Contract No. DCAM-24-NC-RFP-0003A with Jerome L. Taylor Trucking,
Inc. to provide waste collection and disposal services, and to authorize payment for the goods
and services received and to be received under the modifications.
(b) On September 11, 2024, via Modification No. M02, the Department of General
Services (“DGS”) partially exercised option year one in the not-to-exceed (“NTE”) amount of
$937,087.38 for the period October 1, 2024, through November 18, 2024.
(c) On November 18, 2024, via Modification No. M03, DGS extended option year one
through February 24, 2025, at no additional cost.
(d) On January 13, 2025, via Modification No. M04, DGS extended option year one
through April 14, 2025, at no additional cost.
(e) Modification No. M05 will exercise the remainder of option year one through
September 30, 2025, and increase the NTE amount by $3,175,966.98, to $4,113,054.36.
(f) Council approval is necessary because the modifications will increase the value of the
contract to more than $1 million during a 12-month period.
(g) Council approval is necessary to allow the continuation of these vital services.
Without Council approval, Jerome L. Taylor Trucking, Inc. cannot be paid for goods and
services provided in excess of $1 million for the period October 1, 2024, through September 30,
2025.

Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that the
Modification Nos. M02, M03, M04, and M05 to Contract No. DCAM-24-NC-RFP-0003A with
Jerome L. Taylor Trucking, Inc. Approval and Payment Authorization Emergency Act of 2025
be adopted after a single reading.

Sec. 4. This resolution shall take effect immediately.
