A RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
March 4, 2025
To declare the existence of an emergency with respect to the need to approve Modification Nos.
1, 2, and 3 to Contract No. CW116019, and to authorize payment for the goods and
services received and to be received under the contract.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Modification Nos. 1, 2, and 3 to Contract No. CW116019 with
Immediate Mailing Services, Inc. Approval and Payment Authorization Emergency Declaration
Resolution of 2025”.
Sec. 2. (a) There exists an immediate need to approve Modification Nos. 1, 2, and 3 to
Contract No. CW116019 with Immediate Mailing Services, Inc., and to authorize payment for
the goods and services received and to be received under the contract.
(b) On May 28, 2024, the Office of Contracting and Procurement (“OCP”), on behalf of
the Department of Health Care Finance, executed Contract No. CW116019 with Immediate
Mailing Services, Inc. for printing and mailing services for the District of Columbia Access
System, in the not-to-exceed (“NTE”) amount of $379,731.38.
(c) By Modification No. 1, dated September 27, 2024, OCP partially exercised option
year one for the period October 1, 2024, through January 31, 2025, in the NTE amount of
$389,565.92.
(d) By Modification No. 2, dated January 14, 2025, OCP extended option year one
through March 31, 2025, and increased the NTE amount by $194,873.94, to $584,439.86.
(e) Modification No. 3 will fully exercise option year one and increase the NTE amount
by $584,046.19, to $1,168,486.05.
(f) Council approval is necessary because the modifications will increase the value of the
contract to more than $1 million during a 12-month period.
(g) Council approval is necessary to allow the continuation of these vital services.
Without Council approval, Immediate Mailing Services, Inc. cannot be paid for goods and
services provided and to be provided in excess of $1 million for the period from October 1, 2024,
through September 30, 2025.

Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
emergency circumstances making it necessary that the Modification Nos. 1, 2, and 3 to Contract
No. CW116019 with Immediate Mailing Services, Inc. Approval and Payment Authorization
Emergency Act of 2025 be adopted after a single reading.
Sec. 4. This resolution shall take effect immediately.
