A RESOLUTION

26-43

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

March 4, 2025

To declare the existence of an emergency, due to congressional review, with respect to the need
to amend section 110 of Title 18 of the District of Columbia Municipal Regulations to
authorize the Director of the Department of Motor Vehicles to waive requirements related
to renewal of driver licenses and identification cards; and to amend the District of
Columbia Traffic Act, 1925 to make a conforming amendment.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Driver License and Identification Card Renewal Congressional
Review Emergency Declaration Resolution of 2025”.

Sec. 2. (a) Proof of identity is regularly required to obtain housing, employment, or
education. The Council, therefore, recognizes the importance of ensuring that residents can
quickly and easily obtain and renew identification documents such as driver's licenses and
identification cards.
(b) Current District regulations restrict and place conditions on driver license and
identification card holders’ ability to renew their identifying documents before their expiration
date, creating an unnecessary barrier to the timely renewal of these identifying documents.
(c) To ensure that District residents maintain access to driver licenses and identification
cards, the Council passed the Driver License and Identification Card Renewal Emergency
Amendment Act of 2024, effective December 24, 2024 (D.C. Act 25-676; 72 DCR 19)
(“emergency legislation”). The emergency legislation expires on March 24, 2025. The Council
also passed the Driver License and Identification Card Renewal Temporary Amendment Act of
2024, enacted on January 15, 2025 (D.C. Act 25-709; 72 DCR 834) (“temporary legislation”).
The temporary legislation is projected to take effect on March 27, 2025.
(d) This congressional review emergency legislation is necessary to prevent a gap in the
law between the expiration of the emergency legislation and the effective date of the temporary
legislation.

Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that the Driver
License and Identification Card Renewal Congressional Review Emergency Amendment Act of
2025 be adopted after a single reading.
