A RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

March 4, 2025

To declare the existence of an emergency with respect to the need to approve Modification Nos.
8 and 9 to Contract No. CW94739, and to authorize payment for the goods and services
received and to be received under the contract.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Modification Nos. 8 and 9 to Contract No. CW94739 with
Ramsell Corporation Approval and Payment Authorization Emergency Declaration Resolution
of 2025”.

Sec. 2. (a) There exists an immediate need to approve Modification Nos. 8 and 9 to
Contract No. CW94739, and to authorize payment for the goods and services received and to be
received under the contract.
(b) By Modification No. 8, dated January 14, 2025, the Office of Contracting and
Procurement, on behalf of the Department of Health, partially exercised option year 3 for the
period January 18, 2025, through March 4, 2025, in the not-to-exceed amount of $998,000.
(c) Modification No. 9 will exercise the remainder of option year 3 through January 17,
2026, and will increase the not-to-exceed amount by $9,502,000, to $10,500,000.
(d) Council approval is necessary because the modifications will increase the value of the
contract to more than $1 million during a 12-month period.
(e) Council approval is necessary to allow the continuation of these vital services.
Without Council approval, Ramsell Corporation cannot be paid for goods and services provided
and to be provided in excess of $1 million for the period January 18, 2025, through January 17,
2026.

Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that the
Modification Nos. 8 and 9 to Contract No. CW94739 with Ramsell Corporation Approval and
Payment Authorization Emergency Act of 2025 be adopted after a single reading.

Sec. 4. This resolution shall take effect immediately.
