A RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
April 1, 2025
To declare the existence of an emergency with respect to the need to approve Modification Nos.
M0008, M0009, M0010, M0011, M0012, and M0013 to Contract No. CW101231 with
Catholic Charities of the Archdiocese of Washington, and to authorize payment for the
goods and services received and to be received under the contract.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Modification Nos. M0008, M0009, M0010, M0011, M0012, and
M0013 to Contract No. CW101231 with Catholic Charities of the Archdiocese of Washington
Approval and Payment Authorization Emergency Declaration Resolution of 2025”.
Sec. 2. (a) There exists an immediate need to approve Modification Nos. M0008, M0009,
M0010, M0011, M0012, and M0013 to Contract No. CW101231 with Catholic Charities of the
Archdiocese of Washington, and to authorize payment for the goods and services received and to
be received under the contract.
(b) On October 1, 2024, via Modification No. M0008, the Office of Contracting and
Procurement (“OCP”), on behalf of Department of Human Services, partially exercised option
year 2 of Contract No. CW101231 with Catholic Charities of the Archdiocese of Washington in
the not-to-exceed (“NTE”) amount of $447,433.83 for the period October 1, 2024, through
December 31, 2024.
(c) Modification No. M0009 was an administrative modification.
(d) On December 16, 2024, via Modification No. M0010, OCP reduced the NTE amount
of option year 2 by $16,200, to $431,233.83.
(e) On December 31, 2024, via Modification No. M0011, OCP partially exercised option
year 2 through March 31, 2025, and increased the NTE amount by $431,233.83, to $862,467.66.
(f) On January 21, 2025, via Modification No. M0012, OCP partially exercised option
year 2 through April 28, 2025.
(g) Modification No. M0013 will exercise the remainder of option year 2 through
September 30, 2025, and increase the NTE amount by $862,467.66, to $1,724,935.32.
(h) Council approval is necessary because the modifications will increase the value of the
contract to more than $1 million during a 12-month period.

(i) Council approval is necessary to allow the continuation of these vital services.
Without Council approval, Catholic Charities of the Archdiocese of Washington cannot be paid
for goods and services provided in excess of $1 million for the period from October 1, 2024,
through September 30, 2025.
Sec. 3. The Council of the District of Columbia determines that the circumstances
enumerated in section 2 constitute emergency circumstances making it necessary that the
Modification Nos. M0008, M0009, M0010, M0011, M0012, and M0013 to Contract No.
CW101231 with Catholic Charities of the Archdiocese of Washington, Approval and Payment
Authorization Emergency Act of 2025 be adopted after a single reading.
Sec. 4. This resolution shall take effect immediately.
