142; D.C. Official Code § 1-523.01), and pursuant to section 4 of the Maternal Mortality Review
Committee Establishment Act of 2018, effective June 5, 2018 (D.C. Law 22-111; D.C. Official Code
§ 7-671.03), I am pleased to nominate the following individual:

17 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this
18 resolution may be cited as the "Maternal Mortality Review Committee Ebony Marcelle
19 Confirmation Resolution of 2025".
20 Sec. 2. The Council of the District of Columbia confirms the reappointment of:

28 birthing center member of the Maternal Mortality Review Committee, established by section 3 of
29 the Maternal Mortality Review Committee Establishment Act of 2018, effective June 5, 2018
30 (D.C. Law 22-111; D.C. Official Code§ 7-671.02), for a term to end January 10, 2028.
31 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
32 upon its adoption, to the nominee and to the Office of the Mayor.
33 Sec. 4. This resolution shall take effect immediately.

Ebony Marcelle

Ms. Ebony Marcelle is the Director of Midwifery at Community of
Hope/Family Health and Birth Center. Formerly the Clinical Chief of
Midwifery Service at MedStar Washington Hospital Center , she
completed her nursing education at Georgetown University and
Midwifery at Philadelphia University.
Ms. Marcelle was recognized by Save the Child as their “Real Award
Midwife Honoree” in 2014. In 2015 she was recognized by the
American College of Nurse Midwives with the “Young
Whippersnapper” award for midwives excelling professionally with less
than 10 years’ experience. This year she completed the Duke University
and Johnson & Johnson Nursing Leadership Fellowship.
Ms. Marcelle is known for her passion in midwifery and social justice. She continues to build
culturally aware midwifery with driven clinical models of care specifically for underserved
African American women. She is currently serves on two boards: March for Moms and National
Association for the Advancement of Black Birth.
A Ward 7 resident, Ms. Marcelle earned her Bachelor of Science in Psychology from Morris
Brown College, her Bachelor of Science in Nursing from Georgetown University, and her Master
of Midwifery from Midwifery Institute at Philadelphia University.
