Committee Establishment Act of 2018, effective June 5, 2018 (D.C. Law 22-111; D.C. Official Code
§ 7-671.03), I am pleased to nominate the following individual:

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To confirm the appointment of Catherine Daily to the Maternal Mortality Review Committee.
RESOLVED , BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this
resolution may be cited as the "Maternal Mortality Review Committee Catherine Daily
Confirmation Resolution of 2025".
Sec. 2. The Council of the District of Columbia confirms the appointment of:

as the certified nurse midwife member of the Maternal Mortality Review Committee, established
by section 3 of the Maternal Mortality Review Committee Establishment Act of 2018, effective
June 5, 2018 (D.C. Law 22-111; D.C. Official Code§ 7-671.02), filling a vacant seat formerly
held by Shakira Franklyn, for the remainder of a term to end January 10, 2025, and a subsequent
term to end January 10, 2028 .
Sec. 3. The Council shall transmit a copy of this resolution, upon its adoption, to the
nominee and to the Office of the Mayor.
Sec. 4. This resolution shall take effect immediately.

Catherine Daily

Ms. Catherine Daily is a nurse midwife who lives in Washington DC.
She practices primarily at a federally qualified health center, Mary’s
Center, and as a per diem hospitalist midwife in Virginia. Her role at
Mary’s Center includes primary women’s health and providing prenatal,
postpartum, and family planning services to a diverse, majority Spanish-
speaking population. She is the clinical lead for the Healthy Start home
visiting program where she trains staff and reviews cases. She is adjunct
faculty at Georgetown in the WHNP/CNM program, teaching courses in
complex pregnancies and intrapartum care as well as on campus skills
trainings.
Ms. Daily spent several years working in international health policy before joining AmeriCorps
and shifting gears to direct health and social services. She provided doula birth services and trained
community birth doulas and student nurses in doula skills at Johns Hopkins University. She joined
the George Washington University Medical Faculty Associates for a yearlong midwifery
fellowship, then joined the team at Mary’s Center. She has spent her entire professional life
learning and working in the DC metro area.
Ms. Daily completed a nurse leadership fellowship training program with Duke University to
prepare to implement innovative projects in clinical care settings. She served on the board of the
DC Chapter of the American College of Nurse Midwives.
Ms. Daily is pursuing her Doctorate in Nursing Practice at Georgetown University to expand her
role teaching the next generation of midwives and nurse practitioners, incorporating the model of
social change and concepts of health equity into teaching.
A Ward 1 resident, Ms. Daily earned her Bachelor of Arts in Spanish International Studies from
American University, her Bachelor of Science in Nursing from Georgetown University, and her
Master of Science in Nurse Midwifery from Frontier University.
