Dear Chairman Mendelson:
In accordance with section 2 of the Confirmation Act of 1978, effective March 3, 1979 (D.C. Law 2-
142; D.C. Official Code § 1-523.01), and pursuant to section 2 of An Act To provide for voluntary
apprenticeship in the District of Columbia, approved May 21, 1946 (60 Stat. 204; D.C. Official Code
§ 32-1402), I am pleased to nominate the following person:
Mr. Stephen Lanning

for appointment as a public representative who is not a member of either employee or employer
organizations of the Apprenticeship Council, filling a vacant seat formerly held by Quenton Horton,
for the remainder of an unexpired term end November 19, 2026.
Enclosed, you will find biographical information detailing the experience of the above-mentioned
nominee, together with a proposed resolution to assist the Council during the confirmation process.

17 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this
18 resolution may be cited as the "Apprenticeship Council Stephen Lanning Confirmation
19 Resolution of 2025".
20 Sec. 2. The Council of the District of Columbia confirms the appointment of:

28 the Apprenticeship Council, established by section 2 of An Act to provide for voluntary
29 apprenticeship in the District of Columbia, approved May 21, 1946 (60 Stat. 204; D.C. Official
30 Code§ 32-1402), filling a vacant seat formerly held by Quenton Horton, for the remainder of an
31 unexpired term to end November 19, 2026.
32 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
33 upon its adoption, to the nominee and to the Office of the Mayor.
34 Sec. 4. This resolution shall take effect immediately.

Stephen Lanning.
Mr. Stephen Lanning i s currently a Labor Consultant with Lanning
Consulting, LLC. In this role, he provides guidance to unions on
creating strategic organizing campaign plans and developing training
programs to execute these strategies.
Mr. Lanning has been in the construction industry for over twenty years
and is a strong advocate for construction job training programs for
District residents. Mr. Lanning works to improve wages, benefits, and
working conditions of the area’s construction workers.
A Ward 1 resident, Mr. Lanning received a Bachelor of Arts in Political
Science and Philosophy from Miami University and a Master of Arts in
Political Science from the University of Toronto.
