Dear Chairman Mendelson:
In accordance with section 2 of the Confirmation Act of 1978, effective March 3, 1979 (D.C. Law 2-
142; D.C. Official Code § 1-523.01), and pursuant to section 2 of An Act To provide for voluntary
apprenticeship in the District of Columbia, approved May 21, 1946 (60 Stat. 204; D.C. Official Code
§ 32-1402), I am pleased to nominate the following person:

Council, for a term to end November 19, 2026.

17 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this
18 resolution may be cited as the "Apprenticeship Council William Dean Confirmation Resolution
19 of 2025".
20 Sec. 2. The Council of the District of Columbia confirms the reappointment of:

27 as a representative of an employer organization member of the Apprenticeship Council,
28 established by section 2 of An Act to provide for voluntary apprenticeship in the District of

31 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
32 upon its adoption, to the nominee and to the Office of the Mayor.
33 Sec. 4. This resolution shall take effect immediately.

r. William Dean is the Chief Executive Officer/President of M.C.
Dean, Inc. Under his leadership, M.C. Dean has become one of the
nation’s leading design- build and systems integration firms that
specialize in power and technology for complex mission- critical
facilities, expanding its global presence to include 25 offices worldwide
and completing major projects in over 40 countries across five
continents.
In 1999, Mr. Dean and several key colleagues created the firm’s wholly
owned subsidiary OpenBand LLC, a competitive local exchange carrier
(CLEC) and Virginia’s first fiber-to-the-home (FTTH) network services
provider, delivering voice, data, and video services to several thousand residents and businesses.
During his nearly-20-year tenure, Mr. Dean has focused the company on electronic security –
building expertise in electronic access control, biometrics, intrusion detection, CBRN detection
and protection, and surveillance technologies and establishing M.C. Dean as a premier,
internationally recognized electronic security engineering firm. M.C. Dean offers truly turn -key
security solutions to its broad base of governmental and commercial clients including some of the
largest and most technically advanced organizations.
Mr. Dean is actively involved in numerous industry organizations including the Institute of
Electrical and Electronic Engineers, the Design-Build Institute of America, the Building Industry
Consulting Service International (BICSI), and the American Society of Industrial Security to name
a few. Mr. Dean has also served with the Workforce Investment and the Apprenticeship Councils
since 2012. He is passionate about technical education, workforce development, and
entrepreneurship and is among the most active corporate leaders in the country when it comes to
expanding career opportunities and enhancing job skills for minorities and women. Under his
leadership, M.C. Dean became a founding member of the Academy for Construction & Design at
Cardozo High School in the District of Columbia, the D.C. Apprenticeship Academy, and the Step-
Up Program for electrical apprentices in conjunction with the Community College of the District
of Columbia. In addition, Mr. Dean served under Governor Mark Warner on the Virginia Task
Force on Adult Education and supports USDOL’s Apprenticeship USA leader program, a national
movement to expand apprenticeships across America.
A Ward 2 resident, Mr. Dean earned his Bachelor of Science in Electrical Engineering from North
Carolina State University.
