A RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

April 1, 2025

To declare the existence of an emergency, due to congressional review, with respect to the need
to amend the Secure DC Omnibus Amendment Act of 2024 to amend the sunset date of
certain pretrial detention provisions; and to amend the Criminal Justice Coordinating
Council for the District of Columbia Establishment Act of 2001 to clarify certain
reporting requirements.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Secure DC Pretrial Detention Extension and Reporting
Congressional Review Emergency Declaration Resolution of 2025”.

Sec. 2. (a) On February 4, 2025, the Council passed the Secure DC Pretrial Detention
Extension and Reporting Emergency Amendment Act of 2025, effective February 13, 2025
(D.C. Act 26-7; 72 DCR 1645) (“emergency act”), which expires on May 14, 2025.
(b) On February 18, 2025, the Council passed the Secure DC Pretrial Detention
Extension and Reporting Temporary Amendment Act of 2025, enacted on March 13, 2025 (D.C.
Act 26-22; 72 DCR 3110) (“temporary act”), which has a projected law date of July 12, 2025.
(c) This congressional review emergency legislation is necessary to prevent a gap in the
law between the expiration of the emergency act and the effective date of the temporary act.

Sec. 3. The Council of the District of Columbia determines that the circumstances in
section 2 constitute emergency circumstances, making it necessary that the Secure DC Pretrial
Detention Extension and Reporting Congressional Review Emergency Amendment Act of 2025
be adopted after a single reading.

Sec. 4. This resolution shall take effect immediately.
